The Standing Committee on Natural Resources met by videoconference at 3:33 p.m. this day, in Room 214, Wellington Building, the Vice-Chair, Alan Tonks, presiding.

Members of the Committee present: David Anderson, Hon. Navdeep Bains, Paule Brunelle, Claude Guimond, Russ Hiebert, Hon. Geoff Regan, Devinder Shory, Alan Tonks and Brad Trost.

Acting Members present: Dona Cadman for Leon Benoit, Royal Galipeau for Devinder Shory and John Rafferty for Nathan Cullen.

In attendance: Library of Parliament: Jean-Luc Bourdages, Analyst ; Mohamed Zakzouk, Analyst.

Witnesses: Canadian Remote Power Corporation: Rex E. Loesby, President. Ontario Power Generation Inc.: Albert Sweetnam, Executive Vice-President, Nuclear New Build; Pierre Tremblay, Senior Vice-President, Nuclear Programs and Training. Energy Probe: Norman Rubin, Director, Nuclear Research. McMaster University: Christopher Heysel, Director, Nuclear Operations and Facilities, McMaster Nuclear Reactor. Nuclear Insurance Association of Canada: Dermot Murphy, Manager; Colleen DeMerchant, Assistant Manager; John Walker, Legal Counsel, Walker Sorensen LLP. As an individual: Simon Carroll, Programme Officer, Swedish Biodiversity Centre.

Pursuant to the Order of Reference of Monday, June 1, 2009, the Committee resumed consideration of Bill C-20, An Act respecting civil liability and compensation for damage in case of a nuclear incident.

Rex E. Loesby, Albert Sweetnam and, Norman Rubin by videoconference from Toronto, Canada, made statements and, with Pierre Tremblay, answered questions.

At 4:28 p.m., the sitting was suspended.

At 4:31 p.m., the sitting resumed.

Christopher Heysel, Dermot Murphy and, Simon Carroll by videoconference from Stockholm, Sweden, made statements and, with the other witnesses, answered questions.

At 5:26 p.m., the sitting was suspended.

At 5:27 p.m., the sitting resumed.

Geoff Regan moved, — That the Minister of Natural Resources be invited to appear before this committee before December 7, 2009, to discuss the Supplementary Estimates of the Department of Natural Resources.

After debate, the question was put on the motion and it was agreed to on division.

At 5:28 p.m., the Committee adjourned to the call of the Chair.
