The Standing Committee on Natural Resources met in a televised session at 3:35 p.m. this day, in Room 253-D, Centre Block, the Chair, Leon Benoit, presiding.

 

Members of the Committee present: Mike Allen, David Anderson, Hon. Navdeep Bains, Leon Benoit, Paule Brunelle, Nathan Cullen, Claude Guimond, Hon. Geoff Regan, Devinder Shory, Alan Tonks and Brad Trost.

 

Acting Members present: Cheryl Gallant for Russ Hiebert.

 

In attendance: Library of Parliament: Jean-Luc Bourdages, Analyst.

 

Appearing: Hon. Lisa Raitt, Minister of Natural Resources.

 

Witnesses: Department of Natural Resources: Serge Dupont, Special Advisor on Nuclear Energy Policy to the Minister of Natural Resources ; Tom Wallace, Director General, Electricity Resources Branch; Dave McCauley, Director, Uranium and Radioactive Waste Division, Electricity Resources Branch.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on October 7, 2009, the Committee resumed its study on the state of the nuclear industry in Canada and abroad.
 

A point of order was raised by Geoff Regan regarding the Chair's decision to have the Minister divide her time into two separate presentations.

 

Whereupon, Geoff Regan appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division: YEAS: Mike Allen, David Anderson, Nathan Cullen, Cheryl Gallant, Devinder Shory, Brad Trost — 6; NAYS: Navdeep Bains, Paule Brunelle, Claude Guimond, Geoff Regan, Alan Tonks — 5.

 

The Minister made a statment and, with the other witnesses, answered questions.

 

At 4:22 p.m., the sitting was suspended.

At 4:27 p.m., the sitting resumed.

 
Pursuant to the Order of Reference of Monday, June 1, 2009, the Committee commenced consideration of Bill C-20, An Act respecting civil liability and compensation for damage in case of a nuclear incident.
 

The Chair called Clause 1.

 

The Minister made a statement and, with the other witnesses, answered questions.

 

At 5:02 p.m., the sitting was suspended.

At 5:06 p.m., the sitting resumed.

 

The witnesses answered questions.

 

At 5:32 p.m., the Committee adjourned to the call of the Chair.
