The Standing Committee on Natural Resources met at 3:32 p.m. this day, in Room 308, West Block, the Chair, Leon Benoit, presiding.

 

Members of the Committee present: Mike Allen, David Anderson, Leon Benoit, France Bonsant, Paule Brunelle, Nathan Cullen, Russ Hiebert, Hon. Geoff Regan, Alan Tonks and Bradley R. Trost.

 

Acting Members present: Hon. Larry Bagnell for Hon. Navdeep Bains, Royal Galipeau for Devinder Shory and Pat Martin for Nathan Cullen.

 

In attendance: Library of Parliament: Jean-Luc Bourdages, Analyst. House of Commons: Wayne Cole, Legislative Clerk.

 

Witnesses: Department of Natural Resources: Carol Buckley, Director General, Office of Energy Efficiency; John Cockburn, Director, Equipment Division; John Craig, Legal Counsel.

 
Pursuant to the Order of Reference of Thursday, April 2, 2009, the Committee commenced consideration of Bill S-3, An Act to amend the Energy Efficiency Act.
 

Carol Buckley made a statement and, with the other witness, answered questions.

 

The Committee commenced its clause-by-clause study of the Bill.

 

Pursuant to Standing Order 75(1), consideration of the Preamble was postponed.

Pursuant to Standing Order 81(4), the Committee resumed consideration of the Main Estimates 2009-2010: Votes 1, 5, 10, 15, 20, 25 and 30 under NATURAL RESOURCES referred to the Committee on Thursday, February 26, 2009.
 

The Chair called Vote 1 under NATURAL RESOURCES.

 

Vote 1 under NATURAL RESSOURCES carried.

 

The Chair called Vote 5 under NATURAL RESOURCES.

 

Pat Martin moved, — That Vote 5 in the amount of $ 456,953,000, less the amount of $ 114,238,250 granted in Interim Supply, be reduced by $ 250,000 to $ 342,464,750.

 

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 1; NAYS: 10.
