The Standing Committee on Procedure and House Affairs met at 11:08 a.m. this day, in Room 112-N, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Harold Albrecht, Rodger Cuzner, Claude DeBellefeuille, Yvon Godin, Michel Guimond, Hon. Marlene Jennings, Guy Lauzon, Tom Lukiwski, Joe Preston, Marcel Proulx and Scott Reid.

 

Acting Members present: David Christopherson for Yvon Godin, Nina Grewal for Paul Calandra, Greg Kerr for Paul Calandra and Glen Douglas Pearson for Rodger Cuzner.

 

In attendance: Library of Parliament: Michel Bédard, Analyst.

 

Witnesses: As an individual: John Hollins, Former Chief Electoral Officer of Ontario. House of Commons: Peter Stoffer, M.P., Sackville—Eastern Shore.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, October 27, 2009, the Committee resumed its study of the review of the Referendum Act.
 

John Hollins made a statement and answered questions.

 

At 12:01 p.m., the sitting was suspended.

At 12:03 p.m., the sitting resumed.

 
Pursuant to the Order of Reference of Thursday, November 19, 2009, the Committee commenced consideration of the question of privilege relating to mailings sent to the riding of Sackville-Eastern Shore.
 

Peter Stoffer made a statement and answered questions.

 

At 12:36 p.m., the sitting was suspended.

 

At 12:38 p.m., the Committee resumed sitting in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee proceed to sit in public.

 

At 12:42 p.m., the sitting was suspended.

 

At 12:42 p.m., the Committee resumed sitting in public.

 

Yvon Godin moved, — That, given that the Member of Parliament for Saskatoon—Wanuskewin used his mailing privileges to send misinformation and untruths to the riding of the Member of Parliament for Sackville—Eastern Shore be it so moved that the Member for Saskatoon—Wanuskewin reimburse the House of Commons from his Member's budget and/or the Conservative Caucus Services budget for the cost of this mailing.

 

The Chair ruled the proposed motion inadmissible.

 

Guy Lauzon moved, — That Committee Business be conducted in camera.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 

Marcel Proulx moved, — That Maurice Vellacott, M.P. and the individual or individuals in the Conservative Party responsible for the content of the ten percenter sent by Maurice Vellacott, M.P. to the riding of Peter Stoffer, M.P., be invited to appear before the Committee.

Debate arose thereon.

 

At 1:01 p.m., the Committee adjourned to the call of the Chair.
