The Standing Committee on Government Operations and Estimates met at 11:06 a.m. this day, in Room 308, West Block, the Chair, Derek Lee, presiding.

 

Members of the Committee present: Rob Anders, Diane Bourgeois, Patrick Brown, Paul Calandra, Martha Hall Findlay, Derek Lee, Pat Martin, Hon. Dan McTeague and Chris Warkentin.

 

Acting Members present: Rod Bruinooge for Jacques Gourde, Jack Harris for Pat Martin, Brian Jean for Paul Calandra, Serge Ménard for Jean-Yves Roy and Joy Smith for Paul Calandra.

 

In attendance: Library of Parliament: Lydia Scratch, Analyst; Andrew Kitching, Analyst. House of Commons: Mike MacPherson, Legislative Clerk.

 

Witnesses: Royal Canadian Mounted Police: Michael Cape, Director, Pension Services; Shelley Rossignol, Senior Analyst, Pension Policy. Department of Justice: Marc S.P. Wyczynski, Counsel, Royal Canadian Mounted Police. Quebec Mounted Police Members' Association: Gaétan Delisle, President.

 
Pursuant to the Order of Reference of Friday, April 3, 2009, the Committee commenced consideration of Bill C-18, An Act to amend the Royal Canadian Mounted Police Superannuation Act, to validate certain calculations and to amend other Acts.
 

Michael Cape and Gaétan Delisle made a statement and, with Shelley Rossignol and Marc S.P. Wyczynski, answered questions.

 

On motion of Chris Warkentin, it was agreed, — That the letter from Brian Roach and Bob Meredith presented to Committee Chair Derek Lee, dated Monday, May 4, 2009, be appended to the day's Evidence.

 

The Committee commenced its clause-by-clause study of the Bill.

 

The Chair called Clause 1.

 

At 1:01 p.m., the Committee adjourned to the call of the Chair.
