The Standing Committee on National Defence met in a televised session at 3:40 p.m. this day, in Room 253-D, Centre Block, the Chair, Hon. Maxime Bernier, presiding.

 

Members of the Committee present: Claude Bachand, Hon. Maxime Bernier, Dawn Black, Steven Blaney, Ray Boughen, Hon. Denis Coderre, Cheryl Gallant, Laurie Hawn, Hon. Anita Neville, Pascal-Pierre Paillé, LaVar Payne and Hon. Bryon Wilfert.

 

Acting Members present: Jacques Gourde for Steven Blaney.

 

In attendance: Library of Parliament: James Cox, Analyst.

 

Witnesses: Embassy of the Russian Federation: Dmitry Trofimov, Head of Political Section.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, March 2, 2009, the Committee proceeded to a briefing on the recent incident of a Russian military aircraft approaching Canada's Airspace.
 

Dmitry Trofimov made a statement and answered questions.

 

At 4:39 p.m., the sitting was suspended.

At 4:49 p.m., the sitting resumed in camera.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, February 23, 2009, the Committee resumed its study of health services provided to Canadian Forces personnel with an emphasis on post-traumatic stress disorder.
 

The Committee commenced consideration of a draft report.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Standing Committee on National Defence request that the Department of National Defence, if possible, conduct the one-hour briefing on the recent incident of a Russian military aircraft approaching Canada’s Airspace on Wednesday, March 25, 2009 rather than Wednesday, April 1, 2009, as originally planned, and that the Committee continue to sit on Wednesday, March 25, 2009 to consider the Executive Summary of the draft report of its study on health services provided to Canadian Forces personnel with an emphasis on post-traumatic stress disorder.

 

It was agreed, — That the Standing Committee on National Defence meet on Monday, March 30, 2009 and Wednesday, April 1, 2009 to consider the draft report of the study on health services provided to Canadian Forces personnel with an emphasis on post-traumatic stress disorder.

 

It was agreed, — That the Standing Committee on National Defence invite the Inuit Circumpolar Council (CANADA) to appear as a witness as part of its study on Arctic sovereignty.

 

It was agreed, — That, in relation to its study of Arctic sovereignty, a budget of $47,339 be adopted.

 

It was agreed, — That the proposed budget in the amount of $204,394 for the Committee’s travel to Yellowknife (NT), Anchorage (AK) and Winnipeg (MB) from May 3 to May 8, 2009 be adopted and that the Chair present the said budget to the Subcommittee on Committee Budgets of the Liaison Committee.

 

At 5:15 p.m., the Committee adjourned to the call of the Chair.
