The Standing Committee on National Defence met at 9:05 a.m. this day, in Room 362, East Block, the Chair, Hon. Maxime Bernier, presiding.

 

Members of the Committee present: Claude Bachand, Hon. Maxime Bernier, Ray Boughen, Peter Braid, Hon. Ujjal Dosanjh, Cheryl Gallant, Jack Harris, Laurie Hawn, Hon. Anita Neville, Pascal-Pierre Paillé and Hon. Bryon Wilfert.

 

Acting Members present: Jean-Yves Roy for Pascal-Pierre Paillé and Brad Trost for LaVar Payne.

 

Associate Members present: Brad Trost.

 

In attendance: Library of Parliament: Wolfgang Koerner, Analyst.

 

Witnesses: Department of National Defence: VAdm Bruce Donaldson, Commander, Canada Command; Cdr Dermot Mulholland, Director, Maritime Policy, Operations and Readiness, Chief of Maritime Staff.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, February 23, 2009, the Committee resumed its study on Arctic sovereignty.
 

Bruce Donaldson made a statement and, with the other witness, answered questions.

 

At 10:17 a.m., the sitting was suspended.

At 10:28 a.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Standing Committee on National Defence postpone, to some future date, the trip related to the study of Arctic sovereignty scheduled from November 9, 2009, to December 4, 2009, in the Great Canadian North.

 

The Chair presented the Third Report from the Subcommittee on Agenda and Procedure.

 

It was agreed, — That the Third Report from the Subcommittee on Agenda and Procedure of the Standing Committee on National Defence, which read as follows, be adopted:

On Thursday, November 19, 2009, the Subcommittee on Agenda and Procedure agreed:

(1) That, notwithstanding the Order adopted by the Standing Committee on National Defence on Wednesday, February 1, 2009, a member of the Conservative Party of the Standing Committee, to be named by the Whip of that Party, be made a member of the Subcommittee on Agenda and Procedure provided that the member is not a Parliamentary Secretary.

(2) That the Standing Committee on National Defence invite the Chief of Military Personnel and senior representatives for each of the three branches of the Canadian Forces to provide a 2-hour briefing on the subject of recruitment and retention of the Canadian Forces on Thursday, November 26, 2009.

(3) That the Standing Committee on National Defence invite the Chief of Defence staff to appear before the Committee either on Tuesday, December 8 or Thursday, December 10 to provide a 2-hour briefing on the process being developed related to the withdrawal of Canadian Forces from Afghanistan in 2011.

(4) That the Standing Committee on National Defence invite representatives of the Department of National Defence to provide a 2-hour briefing on the subject of the rehiring of retired soldiers and staff by the Department.

(5) That the Standing Committee on National Defence invite the Honourable Peter McKay, P.C., M.P., Minister of National Defence, to appear before the Committee, with other representatives of the Department of National Defence, in time to consider the subject of the Supplementary Estimates B for the fiscal year ending March 31, 2010.

 

At 10:48 a.m., the Committee adjourned to the call of the Chair.
