The Standing Committee on Justice and Human Rights met at 4:42 p.m. this day, in Room 308, West Block, the Chair, Ed Fast, presiding.

 

Members of the Committee present: Joe Comartin, Hon. Ujjal Dosanjh, Ed Fast, Hon. Dominic LeBlanc, Marc Lemay, Réal Ménard, Rob Moore, Brian Murphy, Rick Norlock, Daniel Petit, Brent Rathgeber and Brian Storseth.

 

In attendance: Library of Parliament: Robin MacKay, Analyst.

 

Appearing: Hon. Rob Nicholson, Minister of Justice.

 

Witnesses: Department of Justice: William C. Bartlett, Senior Counsel, Criminal Law Policy Section; Paula Clarke, Counsel, Criminal Law Policy Section.

 
Pursuant to the Order of Reference of Wednesday, May 6, 2009, the Committee commenced consideration of Bill C-26, An Act to amend the Criminal Code (auto theft and trafficking in property obtained by crime).
 

The Chair called Clause 1.

 

The Minister made a statement and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, for the first hour on Monday, June 8, 2009, the Committee proceed to clause-by-clause consideration of Bill C-268, An Act to amend the Criminal Code (minimum sentence for offences involving trafficking of persons under the age of eighteen years) and that for the second hour, the Committee continue consideration of Bill C-26, An Act to amend the Criminal Code (auto theft and trafficking in property obtained by crime) and that the following witnesses be invited to appear: Integrated Municipal Provincial Auto Crime Team (IMPACT): Wayne Holland; Insurance Bureau of Canada: Dennis Prouse; Ontario Sewer and Watermain Construction Association: Margaret Malagowski; and Statistic Canada: Lynn Barr-Telford.

 

It was agreed, — That, on Tuesday, June 9, 2009, from 11:00 a.m. to 1:00 p.m., the Committee hold an additional meeting for consideration of the study on declaring certain groups criminal organizations.

 

It was agreed, — That, the Committee proceed to clause-by-clause consideration on Bill C-26 on Wednesday, June 10, 2009, for the first hour and consideration of a draft report on declaring certain groups criminal organizations for the second hour.

 

It was agreed, — That, on Monday, June 15, 2009, for the first hour the Committee proceed to consideration of a draft report for the study on impaired driving.

 

At 5:26 p.m., the Committee adjourned to the call of the Chair.
