The Standing Committee on Industry, Science and Technology met at 3:28 p.m. this day, in Room 371, West Block, the Chair, the Hon. Michael D.Chong, presiding.

 

Members of the Committee present: Robert Bouchard, Gord Brown, Hon. Michael D. Chong, Siobhan Coady, Marc Garneau, Mike Lake, Brian Masse, Anthony Rota, Dave Van Kesteren, Robert Vincent, Mike Wallace and Chris Warkentin.

 

Acting Members present: Dean Del Mastro for Mike Wallace, Peter Julian for Brian Masse and Glenn Thibeault for Brian Masse.

 

In attendance: Library of Parliament: Lalita Acharya, Analyst; Alysia Davies, Analyst; Nathalie Pothier, Analyst.

 

Appearing: Hon. Diane Ablonczy, Minister of State (Small Business and Tourism).

 

Witnesses: Department of Industry: Roger Charland, Senior Director, Corporate and Insolvency Law Policy and Internal Trade Directorate; Coleen Kirby, Manager, Policy Section, Corporations Canada; Wayne Lennon, Senior Project Leader, Corporate and Insolvency Law Policy and Internal Trade Directorate.

 
Pursuant to the Order of Reference of Thursday, February 12, 2009, the Committee commenced consideration of Bill C-4, An Act respecting not-for-profit corporations and certain other corporations.
 

The Minister made a statement and, with the other witnesses, answered questions.

 

At 4:34 p.m., the sitting was suspended.

At 4:38 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Second Report from the Subcommittee on Agenda and Procedure which read as follows:

That, pursuant to Standing Order 108(2), the Standing Committee on Industry, Science and Technology, undertake a study to review the barriers to internal trade and produce a report exploring further steps the federal government can take to encourage increased movement of investment, trade, and labour within Canada, and that the work plan for this study be determined at a later date.

 

It was agreed, — That the Report of the Subcommittee be concurred in.

 

It was agreed, — Pursuant to Standing Order 108(2), that in light of the Competition Bureau’s consideration of a request by Interac to restructure its operations to become a “for profit” entity, the Standing Committee on Industry, Science and Technology undertake a study and produce a report on the matter of credit card interchange fees and the debit payment system in Canada as a means of ensuring that any changes to the debit system are in the public interest.

 

At 5:07 p.m., the Committee adjourned to the call of the Chair.
