The Standing Committee on Fisheries and Oceans met at 3:37 p.m. this day, in Room 269, West Block, the Chair, Rodney Weston, presiding.

 

Members of the Committee present: Mike Allen, Scott Andrews, Raynald Blais, Hon. Gerry Byrne, Blaine Calkins, Randy Kamp, Tilly O'Neill-Gordon, Peter Stoffer, John Weston and Rodney Weston.

 

Acting Members present: Claude Guimond for Yvon Lévesque, Louis Plamondon for Yvon Lévesque and Scott Simms for Hon. Lawrence MacAulay.

 

Associate Members present: Jack Harris.

 

In attendance: Library of Parliament: François Côté, Analyst; David Surprenant, Analyst.

 

Witnesses: As an individual: Hon. Loyola Hearn.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, February 12, 2009, the Committee resumed its study of amendments to the Northwest Atlantic Fisheries Organization Convention.
 

The witness made a statement and answered questions.

 

At 4:46 p.m., the sitting was suspended.

At 4:51 p.m., the sitting resumed.

 

Gerry Byrne moved, — That, pursuant to Standing Order 108(2), the Committee report the following to the House:

That, notwithstanding the motion adopted by the House of Commons Standing Committee on Fisheries and Oceans on October 8, 2009 and given the evidence heard by the Committee in March and May 2009 as well as the serious concerns expressed by various witnesses during hearings in October 2009, the Committee recommends that the Government of Canada not ratify the Amendment to the Convention on Future Multilateral Cooperation in the Northwest Atlantic Fisheries adopted by the General Council of the Northwest Atlantic Fisheries Organization (NAFO) in 2007, and that Canada notify NAFO of its objection to the amendment as per Article XXI of the Convention.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

It was agreed, — That the Chair present the report to the House.

 

At 5:02 p.m., the Committee adjourned to the call of the Chair.
