The Standing Committee on the Status of Women met at 11:37 a.m. this day, in Room 209, West Block, the Chair, Hedy Fry, presiding.

 

Members of the Committee present: Sylvie Boucher, Patricia Davidson, Nicole Demers, Luc Desnoyers, Hon. Hedy Fry, Candice Hoeppner, Irene Mathyssen, Cathy McLeod, Hon. Anita Neville, Tilly O'Neill-Gordon and Lise Zarac.

 

In attendance: Library of Parliament: Julie Cool, Analyst.

 

Witnesses: Treasury Board Secretariat: Hélène Laurendeau, Assistant Secretary, Labour Relations and Compensation Operations; Dan Danagher, Executive Director, Labour Relations and Compensation Operations.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Committee resumed consideration of the amendment of Anita Neville, — That the Standing Committee on the Status of Women calls on the government to support First Nations women living on reserve, as stipulated in the “Declaration of the United Nations on the Rights on Indigenous People”, by conducting consultations as per its legal duty to consult with those affected by marital breakdown. This should include First Nations women and families, First Nations communities, Regional Aboriginal Associations and National Aboriginal Organizations. The consultations should ensure that an appropriate resolution to the issue of matrimonial real property is found that meets the needs of all those who are affected.

The debate continued.

 

After debate, the question was put on the amendment and the result of the vote was announced: YEAS: 5; NAYS: 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, the amendment was agreed to.

Luc Desnoyers moved, — That pursuant to Standing Order 108(1)(a), the Standing Committee on the Status of Women requests that the Treasury Board Secretariat and the Privy Council produce all documents and analyses that the Auditor General of Canada used or could have used in the preparation of its study on “Gender-Based Analysis”.

Debate arose thereon.

 

After debate, the question was put on the motion and the result of the vote was announced: YEAS: 5; NAYS: 5.

Whereupon, the Chair voted in the negative for the following reason:

that a Committee cannot request “all“ documents without preciseness.

Accordingly, the motion was negatived.

 

Nicole Demers moved, — That the Standing Committee on the Status of Women attend the roundtable, to be held at 11:45 a.m. on June 11, 2009, in Room 256-S Centre Block, with Canadian-Congolese women, to hear about the disastrous effects of the war in the DRC on their daily lives.

 

By unanimous consent, the motion was withdrawn.

 

It was agreed, — That a written report of the Congolese roundtable be sent to the Committee.

 

At 12:13 p.m., the Committee adjourned to the call of the Chair.
