The Standing Committee on Foreign Affairs and International Development met at 9:02 a.m. this day, in Room 371, West Block, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Hon. Jim Abbott, Lois Brown, Johanne Deschamps, Paul Dewar, Peter Goldring, Francine Lalonde, James Lunney, Deepak Obhrai, Bernard Patry, Hon. Bob Rae and Kevin Sorenson.

 

Acting Members present: Hon. John McKay for Glen Douglas Pearson.

 

In attendance: Library of Parliament: Allison Goody, Analyst; James Lee, Analyst.

 

Witnesses: McGill University: Daviken Studnicki-Gizbert, Associate Professor, Department of History. Corporate Knights Forum: Toby A.A. Heaps, Editor-in-Chief. SNC-Lavalin Inc.: Robert G. Blackburn, Senior Vice-President, SNC-Lavalin International; Jean-François Gascon, Project Sustainability Leader, SNC-Lavalin Environment.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Eleventh Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Tuesday, December 1, 2009, to consider the business of the Committee and agreed to make the following recommendations:

That the Committee invite the Minister responsible for the Canadian International Development Agency (CIDA) to appear before the Committee on the Supplementary Estimates (B) 2009-10, at the meeting scheduled for Tuesday, December 8, 2009;

That the Committee invite the Auditor General of Canada to appear before the Committee in February 2010, in order to discuss Chapter 8 of her 2009 Fall Report entitled Strengthening Aid Effectiveness - Canadian International Development Agency;

That the motion adopted on June 4, 2009, by the Subcommittee on International Human Rights, calling on the Committee to make recommendations to Parliament and the Government of Canada on the Universal Periodic Review recommendations, be considered by the Subcommittee on Agenda and Procedure again at a later date;

That the Committee accept the request received from the Global Fund to Fight AIDS, TB and Malaria asking the Committee to meet with a member of their executive in February 2010; and

That the Committee decide how to proceed with the study of Bill C-300, An Act respecting Corporate Accountability for the Activities of Mining, Oil or Gas in Developing Countries, and examine the possibility of inviting additional witnesses, following a discussion to take place between a member of the Official Opposition and the sponsor of the Bill.

 
Pursuant to the Order of Reference of Wednesday, April 22, 2009, the Committee resumed consideration of Bill C-300, An Act respecting Corporate Accountability for the Activities of Mining, Oil or Gas in Developing Countries.
 

The witnesses made statements and answered questions.

 

At 10:36 a.m., the Committee adjourned to the call of the Chair.
