The Standing Committee on Environment and Sustainable Development met in camera at 9:05 a.m. this day, in Room 269, West Block, the Chair, James Bezan, presiding.

 

Members of the Committee present: James Bezan, Bernard Bigras, Peter Braid, Blaine Calkins, Linda Duncan, David J. McGuinty, Christian Ouellet, Francis Scarpaleggia, Justin Trudeau, Mark Warawa, Jeff Watson and Stephen Woodworth.

 

In attendance: Library of Parliament: Penny Becklumb, Analyst; Tim Williams, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the First Report from the Subcommittee on Agenda and Procedure.

 

The Report read as follows:

Your Subcommittee met on Monday, March 2, 2009 to consider the business of the Committee and agreed to make the following recommendations:

1. That, subject to legislation and Standing Order 115(2), and at the discretion of the Chair, the proposed schedule of meetings be as follows:

March 5, 2009: Water and Oil Sands
Witnesses: Natural Resources Canada, Canadian Environmental Assessment Agency, Fisheries and Oceans Canada
Theme: Roles and Responsibilities and Federal Jurisdiction
(Format for the meeting to be at the discretion of the Chair.)

March 10, 2009: Review of Species at Risk Act
Witnesses: Environment Canada (Parks Canada), Fisheries and Ocean Canada
Theme: Overview

Suggested witnesses for Review of Species at Risk Act to be submitted to the Clerk by end of day.

March 12, 2009: Water and Oil Sands
Witnesses: Environment Canada, Health Canada
Theme: Roles and Responsibilities and Federal Jurisdiction

Subcommittee on Agenda and Procedure, 11:00 a.m. to 12:00, to review and approve witnesses for Water and Oil Sands and Review of Species at Risk Act studies.

April 28, 2009: Review of Species at Risk Act

April 30, 2009: Water and Oil Sands

May 5, 2009: Review of Species at Risk Act

May 7, 2009: Water and Oil Sands

May 12, 2009: Review of Species at Risk Act

May 26-28, 2009: Oil Sands and Water: Travel to Calgary, Fort McMurray and Fort Chippewan

2. That potential themes for the Water and Oil Sands study be Water Quantity and Quality, Technology, Impact of Climate Change, First Nations Issues (health), Governance, and Strategic Environmental Assessment.

3. That a draft list of potential witnesses be grouped in accordance to themes and location.

4. That the Chair prepare a draft budget for the studies on Water and Oil Sands and Review of Species at Risk Act including a separate budget for travel to Calgary, Fort McMurray, Fort Chippewan and other areas as required.

 

It was agreed on division, — That the Report of the Subcommittee, as amended, be concurred in.

 

At 10:27 a.m., the Committee adjourned to the call of the Chair.
