The Standing Committee on Citizenship and Immigration met at 9:06 a.m. this day, in Room 308, West Block, the Chair, David Tilson, presiding.

 

Members of the Committee present: Hon. Maurizio Bevilacqua, Paul Calandra, Olivia Chow, Rick Dykstra, Nina Grewal, Hon. Jim Karygiannis, Alexandra Mendes, Pascal-Pierre Paillé, Devinder Shory, Thierry St-Cyr, David Tilson and Alice Wong.

 

In attendance: Library of Parliament: Jennifer Bird, Analyst; Sandra Elgersma, Analyst; Daniel Thompson, Analyst.

 

Witnesses: House of Commons: Thierry St-Cyr, Jeanne-Le Ber. Department of Citizenship and Immigration: Richard Fadden, Deputy Minister; Micheline Aucoin, Director General, Refugees Branch; Luke Morton, Senior Counsel, Refugees Team Leader.

 
Pursuant to the Order of Reference of Wednesday, April 22, 2009, the Committee commenced consideration of Bill C-291, An Act to amend the Immigration and Refugee Protection Act (coming into force of sections 110, 111 and 171).
 

Thierry St-Cyr and Richard Fadden made statements and, with the other witnesses, answered questions.

 

Rick Dykstra moved, — That the question of how to proceed further on Bill C-291, An Act to amend the Immigration and Refugee protection Act (coming into force of sections 110, 111 and 171), be referred to the Subcommittee on Agenda and Procedure.

 

After debate, the question was put on the motion and it was agreed to.

 

At 10:46 a.m., the sitting was suspended.

At 10:47 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 10:49 a.m., the sitting was suspended.

At 10:50 a.m., the sitting resumed.

 

It was agreed, — That the Committee study ghost consultants and migrant workers, and then study the subject matter of Bill C-37, An Act to amend the Citizenship Act enacted in Second Session of the 39th Parliament.

 

At 10:57 a.m., the Committee adjourned to the call of the Chair.
