The Standing Committee on Citizenship and Immigration met at 9:06 a.m. this day, in Room 371, West Block, the Chair, David Tilson, presiding.

 

Members of the Committee present: Hon. Maurizio Bevilacqua, Paul Calandra, Olivia Chow, Rick Dykstra, Nina Grewal, Alexandra Mendes, Pascal-Pierre Paillé, Devinder Shory, Thierry St-Cyr, David Tilson and Alice Wong.

 

Acting Members present: France Bonsant for Thierry St-Cyr and Borys Wrzesnewskyj for Hon. Jim Karygiannis.

 

In attendance: Library of Parliament: Sandra Elgersma, Analyst; Daniel Thompson, Analyst. House of Commons: Rob R. Walsh, Law Clerk and Parliamentary Counsel.

 

Witnesses: Department of Justice: Dawn Edlund, Senior General Counsel. Department of Citizenship and Immigration: Rick Stewart, Associate Assistant Deputy Minister, Operations.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, March 26, 2009, the Committee commenced its study of funding of settlement services.
 

Rick Stewart made a statement.

 

On motion of Maurizio Bevilacqua, it was agreed, — That the Committee proceed to sit in camera.

 

At 9:28 a.m., the Committee proceeded to sit in camera.

 

It was agreed, — That the Committee postpone further consideration of its study of funding of settlement services.

 

At 10:10 a.m., the Committee resumed sitting in public.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Paul Calandra moved, — That, in the opinion of the Committee, the government of Canada should continue to deport individuals to Sri Lanka who may have serious criminality issues or may have participated in war crimes, and that the recent motion passed by this Committee be withdrawn; that the Committee add these recommendations as a Report to the House and that, pursuant to Standing Order 108(1), the Chair present it to the House.

Debate arose thereon.

 

Rick Dykstra moved, — That the motion be amended by deleting the word “may” and substituting for the words “serious criminality issues” the words “been convicted of a serious crime” and for the words “have participated in war crimes” the words “have been convicted of war crimes”.

 

At 10:13 a.m., the sitting was suspended.

At 10:14 a.m., the sitting resumed.

 

After debate, the question was put on the amendment of Rick Dykstra and it was negatived on the following recorded division: YEAS: Paul Calandra, Rick Dykstra, Nina Grewal, Devinder Shory, Alice Wong — 5; NAYS: Maurizio Bevilacqua, France Bonsant, Olivia Chow, Alexandra Mendes, Pascal-Pierre Paillé, Borys Wrzesnewskyj — 6.

 

The question was put on the motion and it was negatived on the following recorded division:YEAS: Paul Calandra, Rick Dykstra, Nina Grewal, Devinder Shory, Alice Wong — 5; NAYS: Maurizio Bevilacqua, France Bonsant, Olivia Chow, Alexandra Mendes, Pascal-Pierre Paillé, Borys Wrzesnewskyj — 6.

 

At 10:58 a.m., the Committee adjourned to the call of the Chair.
