MINUTES OF PROCEEDINGS

Meeting No. 41

Thursday, December 3, 2009

The Standing Committee on Canadian Heritage met at 11:28 a.m. this day, in Room 269, West Block, the Chair, Gary Ralph Schellenberger, presiding.

Members of the Committee present: Charlie Angus, Rod Bruinooge, Dean Del Mastro, Ruby Dhalla, Jacques Gourde, Carole Lavallée, Roger Pomerleau, Pablo Rodriguez, Gary Ralph Schellenberger and Tim Uppal.

Acting Members present: Paul Calandra for Nina Grewal and Massimo Pacetti for Scott Simms.

In attendance: Library of Parliament: Michael Dewing, Analyst; Marion Ménard, Analyst. House of Commons: Wayne Cole, Legislative Clerk.

Pursuant to the Order of Reference of Friday, March 6, 2009, the Committee resumed consideration of Bill C-302, An Act to recognize the injustice that was done to persons of Italian origin through their “enemy alien” designation and internment during the Second World War, and to provide for restitution and promote education on Italian-Canadian history.

The Committee resumed clause-by-clause consideration on Clause 3 of the Bill.

The Committee resumed consideration of the amendment of Massimo Pacetti, — That Bill C-302, in Clause 3, be amended by adding after line 16 on page 2 the following:

“(2) The Prime Minister shall, in the House of Commons, offer the apology referred to in subsection (1) on behalf of the Government of Canada and the Canadian people.”

Dean Del Mastro moved, — That the amendment be amended by replacing the words “the apology” with the words “his thoughts” and adding the following words after “Canadian people”:

“These remarks should specifically comment on the wrongs committed to the Italian Canadian community at that time and be made within the context that what occurred at the time is regrettable, but consistent with the laws of the nation at that time. The Prime Minister should also thank former Prime Minister Mulroney for his understanding in ensuring that history would not repeat itself by repealing the War Measures Act.”

The Chair ruled the subamendment inadmissible as it would render the clause unintelligible and was beyond the scope of the Bill.

At 1:00 p.m., the Committee adjourned to the call of the Chair.

Richard Dupuis
Clerk of the Committee
