The Standing Committee on Transport, Infrastructure and Communities met in a televised session at 9:12 a.m. this day, in Room 253-D, Centre Block, the Chair, Mervin Tweed, presiding.

 

Members of the Committee present: Don H. Bell, Robert Carrier, Ed Fast, Brian Jean, Mario Laframboise, John Maloney, Brian Masse, Bev Shipley, Mervin Tweed, Hon. Joseph Volpe, Jeff Watson and Paul Zed.

 

In attendance: Library of Parliament: John Christopher, Analyst.

 

Appearing: Hon. Lawrence Cannon, Minister of Transport, Infrastructure and Communities.

 

Witnesses: Department of Transport: Helena Borges, Director General, Surface Transportation Policy; Alain Langlois, Legal Counsel, Legal Services.

 
Pursuant to the Order of Reference of Monday, October 29, 2007, the Committee commenced consideration of Bill C-8, An Act to amend the Canada Transportation Act (railway transportation).
 

The Chair called Clause 1.

 

Hon. Lawrence Cannon made a statement and, with the other witnesses, answered questions.

 

At 9:30 a.m., the sitting was suspended.

At 9:40 a.m., the sitting resumed.

 

At 10:50, the Committee proceeded to sit in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the evidence and documentation received by the Standing Committee on Transport, Infrastructure and Communities during the First Session of the 39th Parliament in relation to its study of Railway Safety in Canada be taken into consideration by the Committee in this session.

 

The Chair presented the First Report from the Subcommittee on Agenda and Procedure which read as follows:

1. It was agreed, — That the following witnesses: - Cliff Mackay, President, Railway Association of Canada; and

- Members of the Coalition of Rail Shippers, be invited to appear respectively on November 27 and 29, 2007, in relation to Bill C-8, An Act to amend the Canada Transportation Act.

2. It was agreed, — That the clause by clause study of Bill C-8 begin on December 4, 2007.

3. It was agreed, — That the Committee undertake a study of Canada’s Infrastructure Programs: The Building Canada Plan, the parameters of the Program, financial structure and eligible recipients on December 6, 2007.

4. It was agreed, — That the Committee continue its study on railway safety in Canada on December 11, 2007.

5. It was agreed, — That in the event that Bill C-23, the Canada Marine Act, is referred to the Committee for study, it shall take priority.

 

It was agreed, — That the First Report of the Subcommittee be concurred in.

 

At 10:55 a.m., the Committee adjourned to the call of the Chair.
