The Standing Committee on Natural Resources met at 9:05 a.m. this day, in Room 371, West Block, the Chair, Leon Benoit, presiding.

 

Members of the Committee present: Omar Alghabra, Mike Allen, David Anderson, Catherine Bell, Leon Benoit, Ken Boshcoff, Claude DeBellefeuille, Richard Harris, Christian Ouellet, Lloyd St. Amand, Alan Tonks and Bradley R. Trost.

 

In attendance: Library of Parliament: Jean-Luc Bourdages, Analyst; Fréderic Beauregard-Tellier, Analyst. House of Commons: Maxime Ricard, Procedural Clerk.

 

Participants present: Department of Natural Resources: Mr. Jacques Hénault, Analyst; Dave McCauley, Acting Director. Department of Justice Canada: Brenda MacKenzie, Senior Counsel, Environment Canada.

 
Pursuant to the Order of Reference of Tuesday October 30, 2007, the Committee resumed consideration of Bill C-5, An Act respecting civil liability and compensation for damage in case of a nuclear incident "Nuclear Liability and Compensation Act".
 

The Committee resumed clause-by-clause consideration on Clause 34 of the Bill.

 
The Committee resumed consideration of the amendment of Dennis Bevington, — That Bill C-5, in Clause 34, be amended by replacing line 16 on page 11 with the following:

“section (1) may not exceed 40 per cent of the”

 

The Chair ruled the proposed amendment inadmissible because it infringed on the financial initiative of the Crown, as provided on page 655 of House of Commons Procedure and Practice.

 

Clause 34 carried.

 

Clause 2 carried.

 

The Short Title carried.

 

The Title carried.

 

The Bill carried.

 

ORDERED, — That the Chair report the Bill to the House.

 

At 9:09 a.m., the sitting was suspended.

At 9:14 a.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Omar Alghabra moved, — That the Standing Committee on Natural Resources schedule a special meeting on Tuesday, December 11, 2007, at 3:30 p.m., to hear from the Minister of Natural Resources, the President of the Canadian Nuclear Safety Commission as well as executives from AECL to help the Committee understand the ongoing crisis in the supply of medical isotopes and the causes for extended shut down of their nuclear reactor at Chalk River.

Debate arose thereon.

 

Bradley R. Trost moved, — That the motion be amended by deleting the word “special” and by replacing the words “Tuesday, December 11, 2007, at 3:30 p.m.” with the words “Thursday, December 13, 2007, from 9 a.m. to 11 a.m. with the possibility of sitting until noon”.

Debate arose thereon.

 

After debate, the question was put on the amendment of Bradley R. Trost and it was agreed to.

The motion, as amended, read as follows:

That the Standing Committee on Natural Resources schedule a meeting on Thursday, December 13, 2007, from 9 a.m. to 11 a.m. with the possibility of sitting until noon, to hear from the Minister of Natural Resources, the President of the Canadian Nuclear Safety Commission as well as executives from AECL to help the Committee understand the ongoing crisis in the supply of medical isotopes and the causes for extended shut down of their nuclear reactor at Chalk River.

 

It was agreed, — That the scheduled meeting of Thursday, December 13, 2007 take place even if the House of Commons ajourns on Wednesday.

 

Ken Boshcoff moved, — That the Standing Committee on Natural Resources launch an intensive study that focuses on the unique opportunities and challenges facing the forest products industry and develop a market-based action plan that would set the groundwork for a vibrant forestry industry.

Debate arose thereon.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 9; NAYS: 0.

 

It was agreed, — That up to 6 meetings be allocated for the forestry study.

 

Omar Alghabra moved, — That at the conclusion of the forestry study, the Committee study the government's decisions to join the Global Nuclear Energy Partnership and conduct a full review of Atomic Energy Canada Limited hearing testimony from all relevant witnesses including the Minister, officials and stakeholders who will provide the Committee with the necessary information in order to report to the House its recommendation to the government.

After debate, the question was put on the motion and it was agreed to on division.

 

It was agreed, — That the Library of Parliament analysts prepare a briefing note on the status of geological mapping in Canada in time for the conclusion of the forestry study.

 

At 10:33 a.m., the Committee adjourned to the call of the Chair.
