The Standing Committee on Procedure and House Affairs met at 11:03 a.m. this day, in Room 112-N, Centre Block, the Chair, Gary Goodyear, presiding.

 

Members of the Committee present: Yvon Godin, Gary Goodyear, Pierre Lemieux, Tom Lukiwski, Pauline Picard, Marcel Proulx, Hon. Karen Redman, Scott Reid and Hon. Lucienne Robillard.

 

Acting Members present: Dean Allison for Joe Preston, Paul Dewar for Yvon Godin, Ken Epp for Joe Preston, Meili Faille for Michel Guimond and Hon. John McCallum for Hon. Dominic LeBlanc.

 

In attendance: Library of Parliament: Michel Bédard, Analyst.

 

Witnesses: Office of the Chief Electoral Officer: Marc Mayrand, Chief Electoral Officer. Elections Canada: Diane R. Davidson, Deputy Chief Electoral Officer and Chief Legal Counsel; Rennie Molnar, Associate Deputy Chief Electoral Officer, Electoral Events; Mr. Stéphane Perrault, Senior General Counsel and Senior Director, Legal Services Directorate.

 
Pursuant to the Order of Reference of Thursday, November 15, 2007, the Committee resumed consideration of Bill C-6, An Act to amend the Canada Elections Act (visual identification of voters).
 

The witnesses made statements and answered questions.

 
Pursuant to the Order of Reference of Friday, November 16, 2007, the Committee resumed consideration of Bill C-18, An Act to amend the Canada Elections Act (verification of residence).
 

The witnesses made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Karen Redman moved, — That the Committee resume consideration of the First Report of the Subcommittee on Agenda and Procedure, and when the Committee completes its consideration of the Report, that the Committee proceed immediately to Clause by Clause consideration of Bill C-18.

Debate arose thereon.

 

Tom Lukiwski moved, — That the motion be amended to read that the Committee proceed immediately to Clause by Clause consideration of Bill C-18, and that when that is completed, that the Committee resume consideration of the First Report of the Subcommittee on Agenda and Procedure.

Debate arose thereon.

 

By unanimous consent, it was agreed, — That notwithstanding the Committee's order of Thursday, November 29, 2007, the members of the Committee submit to the Clerk of the Committee all of their proposed amendments to Bill C-16 no later than 5:00 p.m. this day.

 

At 12:59 p.m., the Committee adjourned to the call of the Chair.
