The Standing Committee on Procedure and House Affairs met at 11:05 a.m. this day, in Room 112-N, Centre Block, the Chair, Gary Goodyear, presiding.

 

Members of the Committee present: Gary Goodyear, Hon. Dominic LeBlanc, Pierre Lemieux, Tom Lukiwski, Pauline Picard, Joe Preston, Marcel Proulx, Hon. Karen Redman, Scott Reid and Hon. Lucienne Robillard.

 

Acting Members present: Diane Bourgeois for Michel Guimond, Ken Epp for Pierre Lemieux and Pierre A. Paquette for Michel Guimond.

 

Associate Members present: Charlie Angus.

 

In attendance: Library of Parliament: Michel Bédard, Analyst.

 

Witnesses: As individuals: David Docherty, Dean of Arts, Wilfrid Laurier University; Jon Pammett, Professor, Political Science, Carleton University. Elections Saskatchewan: Jean Ouellet, Chief Electoral Officer; David Wilkie, Assistant Chief Electoral Officer.

 
Pursuant to the Order of Reference of Thursday, November 1, 2007, the Committee resumed consideration of Bill C-16, An Act to amend the Canada Elections Act (expanded voting opportunities) and to make a consequential amendment to the Referendum Act.
 

The witnesses made statements and answered questions.

 

At 11:56 a.m., the sitting was suspended.

At 11:58 a.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee proceed to Clause by Clause consideration of Bill C-16 on Thursday, December 6, 2007.

 

It was agreed, — That the members of the Committee submit to the Clerk of the Committee all of their proposed amendments to Bill C-16 no later than 1:00 p.m. on Tuesday, December 4, 2007.

 

It was agreed, — That the Chair invite witnesses on Bills C-6 and C-18 to appear on Tuesday, December 4, 2007; and that the Committee resume consideration of the First Report of the Subcommittee on Agenda and Procedure following the appearance of the witnesses.

 

It was agreed, — That the Committee members submit any additional lists of potential witnesses for Bills C-6 and C-18 as soon as possible.

 

At 12:48 p.m., the Committee adjourned to the call of the Chair.
