The Standing Committee on Government Operations and Estimates met at 3:41 p.m. this day, in Room 209, West Block, the Chair, Diane Marleau, presiding.

 

Members of the Committee present: Harold Albrecht, Diane Bourgeois, Patrick Brown, Mark Holland, Daryl Kramp, Hon. Diane Marleau, James Moore, Richard Nadeau, Mario Silva and Chris Warkentin.

 

Acting Members present: Claude DeBellefeuille for Richard Nadeau.

 

In attendance: Library of Parliament: Guy Beaumier, Analyst. House of Commons: Christine Lafrance, Clerk. Library of Parliament: Philippe Le Goff, Analyst.

 

Witnesses: Treasury Board Secretariat: Wayne G. Wouters, Secretary; David Moloney, Assistant Secretary; Michael Presley, Executive Director; Kelly Gillis, Executive Director, Finance and Administration, Corporate Services Branch; Alister Smith, Assistant Secretary, Corporate Priorities and Planning. Canada Public Service Agency: Rick Burton, Vice-President, Human Resource Management Modernization Branch; Ginette Sylvestre, Acting Senior Financial Officer, Strategic management and Planning. Privy Council Office: Marilyn MacPherson, Assistant Deputy Minister , Corporate Services; Marc O'Sullivan, Assistant Secretary to the Cabinet, Senior Personnel and Special Projects Secretariat; Yvan Roy, Deputy Secretary to the Cabinet, Legislation and House Planning and Machinery of Government and Counsel to the Clerk of the Privy council. Public Service Labour Relations Board: Casper M. Bloom, Chairperson; Pierre Hamel, Executive Director of the Board and General Counsel.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Daryl Kramp moved, — Where as, the Standing Committee on Government Operations and Estimates recognises it is important to examine the level of internal turnover in the Federal public service.

And that the Standing Committee on Government Operations and Estimates realises the importance of examining a wide range of views from both inside and outside the Federal Public Service in order to fully understand the issue.

And that the Standing Committee on Government Operations and Estimates was in a general agreement to bring various organisations — including Public Service Alliance of Canada — before the committee members when studying this issue.

Be it resolved that while Public Service Alliance of Canada is a group that should be included as a witness to provide information into the problem of internal turnover in the Federal Public Service, it is radically insufficient in its ability to provide breadth of understanding and information needed and should not be the sole group asked to give insight into this issue.

Be it further resolved that the Standing Committee on Government Operations and Estimates include witness from, at minimum, Treasury Board Secretariat, the Canada Public Service Agency, Public Service Alliance of Canada, and at least one other government department that has employees both in the national capital region and across the country.

Be it further resolved that these witnesses are called before the Standing Committee on Government Operations and Estimates at a date designated by the Clerk.

 

After debate, the question was put on the motion and it was agreed to.

 
Pursuant to Standing Order 81(5), the Committee resumed consideration of the Supplementary Estimates (A) 2007-2008 referred to the Committee on Tuesday, October 30, 2007.
 

Wayne Wouters and Rick Burton made a statement and, with Michael Presley, David Moloney and Ginette Sylvestre, answered questions.

 

At 4:37 p.m., the sitting was suspended.

At 4:40 p.m., the sitting resumed.

 

Marilyn MacPherson and Casper M. Bloom made a statement and, with Marc O'Sullivan and Yvan Roy, answered questions.

 

By unanimous consent, the Chair called Votes 85a and 93a under CANADIAN HERITAGE; Vote 1a under PRIVY COUNCIL; Votes 1a, 5a, 10a, 15a, 22a, 23a, 27a, 30a and 35a under TREASURY BOARD.

 

Votes 85a and 93a under CANADIAN HERITAGE; Vote 1a under PRIVY COUNCIL; Votes 1a, 5a, 10a, 15a, 22a, 23a, 27a, 30a and 35a under TREASURY BOARD carried.

 

ORDERED, — That the Chair report Votes 85a and 93a under CANADIAN HERITAGE; Vote 1a under PRIVY COUNCIL; Votes 1a, 5a, 10a, 15a, 22a, 23a, 27a, 30a and 35a under TREASURY BOARD to the House.
