The Standing Committee on Government Operations and Estimates met at 9:04 a.m. this day, in Room 214, Wellington Building, the Chair, Hon. Diane Marleau, presiding.

 

Members of the Committee present: Harold Albrecht, Charlie Angus, Diane Bourgeois, Patrick Brown, Meili Faille, Daryl Kramp, Hon. Diane Marleau, James Moore and Mario Silva.

 

Acting Members present: Hon. Navdeep Bains for Mark Holland, Rob Merrifield for Chris Warkentin, Massimo Pacetti for Raymonde Folco and Marcel Proulx for Raymonde Folco.

 

In attendance: Library of Parliament: Mathieu Stanton, Analyst.

 

Witnesses: Canadian Business Information Technology Network: Mike O'Neil, Chair; Jeff Lynt, Director. As an individual: David MacDonald. Department of Public Works and Government Services: Liliane saint pierre, Assistant Deputy Minister, Acquisitions Branch; Steven Poole, Chief Executive Officer, Information Technology Services Branch; Maurice Chénier, Chief Operating officer, Office of the Chief Executive Officer (ITS); Jérôme Thauvette, Director General, Services and Technology Acquisition Management Sector.

 
Pursuant to Standing Order 108(3)(c) and the motion adopted by the Committee on April 15, 2008, the Committee resumed its study of the federal government's procurement processes.
 

Mike O'Neil, Jeff Lynt and David MacDonald made statements and answered questions.

 

Liliane saint pierre made a statement and, with Steven Poole and Maurice Chénier, answered questions.

 

At 10:13 a.m., the sitting was suspended.

At 10:18 a.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Diane Bourgeois moved, — That the Standing Committee on Government Operations and Estimates recommend to the government to postpone the implementation of its policy aimed at bundling the procurement of IT products and services and that the Office of the Conflict of Interest and Ethics Commissioner investigate the allegations of TPG (The Powell Group) Technology Consulting and its president Donald R. Powell.

 

Charlie Angus moved, — That the motion be amended by replacing the words “to the government to postpone” with the words “that the government bring foward its plan prior to” and by deleting the words after the words “and that the Office”.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 11; NAYS: 0.

 

The motion, as amended, read as follows:

That the Standing Committee on Government Operations and Estimates recommend that the government bring forward its plan prior to the implementation of its policy aimed at bundling the procurement of IT products and services.

 

Mario Silva moved, — That Committee call witnesses, to testify on Thursday, June 19th, 2008 to the "Report on the Investigation Into Unauthorized Disclosure of Sensitive Diplomatic Information" in accordance with the motion passed by this Committee on June 10, 2008.

 

The question was put on the motion and the results of the vote was announced: YEAS: 5; NAYS: 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, the motion was agreed to.

 

At 11:29 a.m., the Committee adjourned to the call of the Chair.
