The Standing Committee on Government Operations and Estimates met at 9:14 this day, in Room 269, West Block, the Chair, Diane Marleau, presiding.

 

Members of the Committee present: Harold Albrecht, Diane Bourgeois, Patrick Brown, Meili Faille, Raymonde Folco, Mark Holland, Daryl Kramp, Hon. Diane Marleau and Chris Warkentin.

 

Acting Members present: Paul Dewar for Charlie Angus, Sukh Dhaliwal for Mario Silva and Bruce Stanton for James Moore.

 

In attendance: Standing Committee on Government Operations and Estimates: Philippe Le Goff. Library of Parliament: Marcia Jones, Analyst.

 

Witnesses: As an individual: Jeremy de Beer, Assistant Professor, Common Law section, University of Ottawa.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, January 29, 2008, the Committee commenced its study of Orders in Council appointments.
 

Jeremy de Beer made a statement and answered questions.

 

At 10:11, the sitting was suspended.

At 10:15, the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Diane Bourgeois moved, — That the Standing Committee on Government Operations and Estimates invite Public Works and Government Services officials who participated in the information meetings attended by representatives of the Prime Minister’s Office regarding the dispute between Rosdev and Public Works and Government Services; and

That the unelected Minister of Public Works and Government Services be invited again to explain, notably, why he tried to hide information from the Committee.

 

Daryl Kramp moved, — That the motion be amended by deleting the second paragraph.

 

Daryl Kramp moved, — That the motion be amended by adding, after the word “Committee” in the second paragraph, the following: “, as well as Scott Brison and his former Chief of Staff”.

 

The question was put on the subamendment of Daryl Kramp and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

The question was put on the amendment of Daryl Kramp, as amended, and it was agreed to, by a show of hands: YEAS: 7; NAYS: 4.

 

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

The motion, as amended, read as follows:

That the Standing Committee on Government Operations and Estimates invite Public Works and Government Services officials who participated in the information meetings attended by representatives of the Prime Minister’s Office regarding the dispute between Rosdev and Public Works and Government Services.

 

At 10:48 , the Committee adjourned to the call of the Chair.
