The Standing Committee on Government Operations and Estimates met at 9:03 a.m. this day, in Room 213, Wellington Building, the Chair, Diane Marleau, presiding.

 

Members of the Committee present: Harold Albrecht, Charlie Angus, Diane Bourgeois, Patrick Brown, Meili Faille, Raymonde Folco, Mark Holland, Daryl Kramp, Hon. Diane Marleau, James Moore, Mario Silva and Chris Warkentin.

 

Acting Members present: Hon. Navdeep Bains for Mark Holland.

 

In attendance: Library of Parliament: Philippe Le Goff, Analyst. House of Commons: Gregory Tardi, Parliamentary Counsel (Legal).

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Meili Faille moved, — That the Committee examine and report to the House on the political interference by the Prime Minister’s Office in two files involving Conservative fundraiser Léo Housakos, and call first to appear Dimitri Soudas, Léo Housakos, Michael M. Fortier, Frédéric Loiselle, Michael Rosenberg and John Lemieux.

 

James Moore moved, — That the motion be amended by adding a paragraph, “And that this Committee does not study this issue until after the Ethics Commissioner has had an opportunity to examine and report back to the House”.

Debate arose thereon.

 

The question was put on the amendment of James Moore and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

James Moore moved, — That the Standing Committee on Government Operations and Estimates follow this schedule for the next six meetings:

- February 12: Geographic Distribution and Turnover Rate of Federal Public Servants

- February 14: Federal Government's Real Estate Plan

- February 26: Public Sector Integrity Canada

- February 28: GiC Appointments

- March 4: GiC Appointments

- March 6: GiC Appointments.

 

Mark Holland moved, — That the motion be amended by delating all the words after the word "next" and replacing them with the following : "five meetings :

- February 14: Political Interference by the Prime Minister's Office

- February 26: Light Rail Transit Project

- February 28: GiC Appointments

- March 4: GiC Appointments

- March 6: Federal Government's Real Estate Plan".

Debate arose thereon.

 

The question was put on the amendment of Mark Holland and it was agreed to, by a show of hands: YEAS: 6; NAYS: 4.

 

After debate, the question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

The motion, as amended, read as follows:

That the Standing Committee on Government Operations and Estimates follow this schedule for the next 5 meetings:

- February 14: Political Interference by the Prime Minister's Office

- February 26: Light Rail Transit Project

- February 28: GiC Appointments

- March 4: GiC Appointments

- March 6: Federal Government's Real Estate Plan.

 

At 9:57 a.m., the sitting was suspended.

At 10:00 a.m., the Committee proceeded to sit in camera.

 

At 10:28 a.m., the sitting was suspended.

At 10:29 a.m., the Committee resumed sitting in public.

 

At 10:43 a.m., the Committee adjourned to the call of the Chair.
