The Standing Committee on Foreign Affairs and International Development met at 3:33 p.m. this day, in Room 308, West Block, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Vivian Barbot, Raymond Chan, Paul Dewar, Wajid Khan, Denis Lebel, Hon. Keith Martin, Deepak Obhrai, Bernard Patry, Kevin Sorenson and Hon. Bryon Wilfert.

 

Acting Members present: Sylvie Boucher for Peter Goldring, Hon. Roy Cullen for Hon. Keith Martin, Claude DeBellefeuille for Caroline St-Hilaire, Alan Tonks for Bernard Patry and Borys Wrzesnewskyj for Hon. Bryon Wilfert.

 

Other Members present: Hon. Judy Sgro.

 

In attendance: Library of Parliament: James Lee, Analyst; Natalie Mychajlyszyn, Analyst.

 

Witnesses: Department of Foreign Affairs: David Angell, Director General, Africa Bureau. Canadian International Development Agency: Nadia Kostiuk, Assistant General Director, Geographic Programs and Acting Vice President, Africa; Ken Neufeld, Acting Director, Geographic Programs, East and Southern Africa Division, Africa Branch.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on December 4, 2007, the Committee proceeded to a briefing on the Government's current strategy and involvement in the Horn of Africa, specifically Somalia.
 

David Angell and Nadia Kostiuk made statements and answered questions.

 

At 4:41 p.m., the sitting was suspended.

At 4:48 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Deepak Obhrai, it was agreed, — That the Notice of Motion of Mr. Goldring concerning Kenya be moved to the top of the list of motions to be discussed .

 

It was agreed, — That the Committee consent to having Mr. Obhrai move the motion that Mr. Goldring gave notice of concerning Kenya.

 

Deepak Obhrai moved, — That pursuant to Standing Order 108 (2), the Standing Committee on Foreign Affairs and International Development present the following motion to the House as a report : That the Committee recommends to the government that it calls on all parties involved in the disputed Kenyan elections to reach an immediate, peaceful agreement in order to stop the tragic and continued violence, and that the Committee notes with deep concern the violation of human rights in Kenya during this political crisis.

Debate arose thereon.

 

By unanimous consent, after debate, the question was put on the motion and it was agreed to.

 

Vivian Barbot moved, — That, following the tabling and release of the Government’s response to the Advisory Group Report on the National Roundtables on Corporate Social Responsibility and the Canadian Extractive Industry in Developing Countries (tabled on March 29, 2007), the Standing Committee on Foreign Affairs and International Development invite the responsible Ministers to appear before the Committee to explain the Government’s response.

Debate arose thereon.

 

At 5:32 p.m., the Committee adjourned to the call of the Chair.
