The Standing Committee on Access to Information, Privacy and Ethics met at 3:34 p.m. this day, in Room 269, West Block, the Chair, Paul Szabo, presiding.

 

Members of the Committee present: Russ Hiebert, Hon. Charles Hubbard, Carole Lavallée, Pat Martin, Richard Nadeau, Paul Szabo, David Tilson, Dave Van Kesteren and Mike Wallace.

 

Acting Members present: Hon. Gerry Byrne for Paul Szabo, Jean-Claude D'Amours for Sukh Dhaliwal, Brian Murphy for Glen Douglas Pearson and Pierre Poilievre for Dave Batters.

 

In attendance: House of Commons: Miriam Burke, Procedural Clerk. Library of Parliament: Nancy Holmes, Analyst.

 

Witnesses: Canadian Bar Association: Gregory DelBigio, Chair, National Criminal Justice Section; David Fraser, Treasurer, National Privacy and Access Law Section.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Charles Hubbard moved, — That the Standing Committee on Access to Information, Privacy and Ethics investigate the actions of the Conservative Party of Canada during the 2006 election, in relation to which Elections Canada has refused to reimburse Conservative candidates for certain election campaign expenses in order to determine if these actions meet the ethical standards expected of public office holders.

 

RULING BY THE CHAIR

 

The Chair ruled the proposed motion in order.

 

Whereupon, David Tilson appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained, by a show of hands: YEAS: 6; NAYS: 5.

 

By unanimous consent, the motion was allowed to stand.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on November 22, 2007, the Committee resumed its study of the Privacy Act Reform.
 

The witnesses made statements and answered questions.

 

At 5:32 p.m., the Committee adjourned to the call of the Chair.
