The Standing Committee on Citizenship and Immigration met at 3:32 p.m. this day, in Room 371, West Block, the Chair, Norman Doyle, presiding.

 

Members of the Committee present: Dave Batters, Colleen Beaumier, Robert Carrier, Olivia Chow, Norman Doyle, Nina Grewal, Hon. Jim Karygiannis, Ed Komarnicki, Thierry St-Cyr and Hon. Andrew Telegdi.

 

Acting Members present: Omar Alghabra for Hon. Maurizio Bevilacqua and Bradley R. Trost for Wajid Khan.

 

In attendance: Library of Parliament: Laura Barnett, Analyst; Sandra Elgersma, Analyst.

 

Witnesses: Department of Citizenship and Immigration: Les Linklater, Director General, Immigration Branch; Eric Stevens, Legal Counsel, Legal Services; Maia Welbourne, Director, Temporary Resident Policy and Programs Development, Immigration Branch. As an individual: Leslie Ann Jeffrey, Associate Professor, Department of History and Politics, University of New Brunswick. Canadian Centre for Abuse Awareness: John Muise, Director, Public Safety. Canadian Council for Refugees: Janet Dench, Executive Director; Francisco Rico-Martinez, Former President.

 
Pursuant to the Order of Reference of Thursday, November 1, 2007, the Committee commenced consideration of Bill C-17, An Act to amend the Immigration and Refugee Protection Act.
 

Les Linklater made a statement and, with Eric Stevens and Maia Welbourne, answered questions.

 

The Clerk of the Committee presided over the election of a Second Vice-Chair.

 

On motion of Robert Carrier, it was agreed, — That Thierry St-Cyr be elected Second Vice-Chair of the Committee.

 
Pursuant to the Order of Reference of Thursday, November 1, 2007, the Committee resumed consideration of Bill C-17, An Act to amend the Immigration and Refugee Protection Act.
 

Leslie Ann Jeffrey, John Muise, Janet Dench and Francisco Rico-Martinez made statements and answered questions.

 

At 5:30 p.m., the bells sounded to call members into a recorded division.

 

By unanimous consent, it was agreed, — Pursuant to Standing Order 115(5), that the Committee continue sitting.

 

At 5:34 p.m., the Committee adjourned to the call of the Chair.
