The Standing Committee on Citizenship and Immigration met at 1:07 p.m. this day, in Toronto III Room, Hilton Toronto, Toronto, Ontario, the Chair, Norman Doyle, presiding.

Members of the Committee present: Robert Carrier, Norman Doyle, Nina Grewal, Wajid Khan, Ed Komarnicki, Thierry St-Cyr and Hon. Andrew Telegdi.

In attendance: Library of Parliament: Penny Becklumb, Analyst ; Sandra Elgersma, Analyst.

Witnesses: C.D. Howe Institute: Colin Busby, Policy Analyst. As individuals: Luin Goldring, Associate Professor, Department of Sociology, York University; Jenna L. Hennebry, Assistant Professor, Departments of Communication Studies and Sociology, Wilfrid Laurier University. International Association of Immigration Practitioners: Ramesh K. Dheer, National President. Construction Recruitment External Workers Services (CREWS) and Building Industry and Land Development Association (BILD): Silvia Bendo, Executive Director. Canadian Restaurant and Foodservices Association: Joyce Reynolds, Executive Vice-President, Government Affairs. Ontario Council of Agencies Serving Immigrants: Debbie Douglas, Executive Director; Roberto Jovel, Coordinator, Policy and Research. Status Now - Campaign in Defense of Undocumented Immigrants: Sima Zerehi, Coordinator, Communications. African Canadian Legal Clinic: Marie Chen, Staff Lawyer.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, November 22, 2007, the Committee resumed its study of undocumented and temporary foreign workers.

Colin Busby, Luin Goldring and Ramesh Dheer made statements and answered questions.

Silvia Bendo, Jenna L. Hennebry and Joyce Reynolds made statements and answered questions.

Debbie Douglas, Roberto Jovel, Sima Zerehi and Marie Chen made statements and answered questions.
