The Standing Committee on Citizenship and Immigration met at 3:30 p.m. this day, in Room 371, West Block, the Chair, Norman Doyle, presiding.

 

Members of the Committee present: Dave Batters, Colleen Beaumier, Hon. Maurizio Bevilacqua, Robert Carrier, Olivia Chow, Norman Doyle, Nina Grewal, Hon. Jim Karygiannis, Wajid Khan, Ed Komarnicki, Thierry St-Cyr and Hon. Andrew Telegdi.

 

In attendance: House of Commons: Marc Toupin, Legislative Clerk. Library of Parliament: Penny Becklumb, Analyst; Sandra Elgersma, Analyst.

 

Witnesses: Department of Citizenship and Immigration: Mark Davidson, Director, Legislation and Program Policy, Citizenship Branch; Ann Heathcote, Senior Policy Advisor, Citizenship Branch; Alain Laurencelle, Legal Counsel, Integration and Admissibility Team, Legal Services.

 
Pursuant to the Order of Reference of Thursday, February 7, 2008, the Committee resumed consideration of Bill C-37, An Act to amend the Citizenship Act.
 

The Chair called Clause 1.

 

The witnesses made statements and answered questions.

 

Clause 1 carried.

 

On Clause 2

 

By unanimous consent, Jim Karygiannis moved, — That a parliamentary review be done on this legislation within 5 years.

 

The question was put on the motion and it was negatived.

 

After debate, Clause 2 carried.

 

Clauses 3 to 12 inclusive carried severally.

 

On Clause 13,

Ed Komarnicki moved, — That Bill C-37, in Clause 13, be amended by replacing, in the English version, line 8 on page 10 with the following:

“was made abroad on or after January 1, 1947 if”

 

After debate, the question was put on the amendment of Ed Komarnicki and it was agreed to.

 

After debate, Clause 13, as amended, carried.

 

On Clause 14,

Thierry St-Cyr moved, — That Bill C-37, in Clause 14, be amended by replacing line 20 on page 10 with the following:

“Council, but no later than 180 days after the day on which this Act receives royal assent.”

 

Andrew Telegdi moved, — That the amendment be amended by replacing the words “180 days” with the words “365 days”.

 

At 4:37 p.m., the sitting was suspended.

At 4:58 p.m., the sitting resumed.

 

After debate, the question was put on the subamendment of Andrew Telegdi and it was agreed to.

 

By unanimous consent, Jim Karygiannis moved, — That the amendment be amended by adding after the word “assent” the following:

“and that the department report to this Committee within these 365 days.”

 

The question was put on the subamendment of Jim Karygiannis and it was negatived.

 

The question was put on the amendment of Thierry St-Cyr, as amended, and it was agreed to.

 

After debate, Clause 14, as amended, carried.

 

The Title carried.

 

The Bill, as amended, carried.

 

ORDERED, — That the Chair report the Bill, as amended, to the House.

 

On motion of Ed Komarnicki, it was agreed, — That the Committee recommend to the House that Bill C-37 be passed al all remaining stages without further amendment as soon as possible, and that the Chair report this to the House.

 

At 5:05 p.m., the Committee adjourned to the call of the Chair.
