The Standing Committee on International Trade met at 3:33 p.m. this day, in Room 371, West Block, the Vice-Chair, John Maloney, presiding.

 

Members of the Committee present: Dean Allison, Guy André, Hon. Navdeep Bains, Ron Cannan, Serge Cardin, Sukh Dhaliwal, Peter Julian, John Maloney, Larry Miller, Brian Pallister and Lui Temelkovski.

 

Acting Members present: Dave Van Kesteren for Lee Richardson.

 

In attendance: Library of Parliament: Elizabeth Kuruvila, Analyst; Mark Mahabir, Analyst; Michael Holden, Analyst. House of Commons: Erica Pereira, Committee Clerk.

 

Witnesses: Department of Foreign Affairs and International Trade: Ian Burney, Chief Trade Negotiator, Bilateral and Regional; Dan Ciuriak, Acting Director and Deputy Chief Economist, Policy Research and Modelling Division; Kendal Hembroff, Deputy Director, Bilateral Market Access Division; Cam Mackay, Deputy Director, Regional Trade Policy; Marvin Hildebrand, Director, Bilateral Market Access Division. Department of Agriculture and Agri-Food: Denis Landreville, Associate Director, Regional and Bilateral Negotiations. Pursuant to the Order of Reference of Monday, November 26, 2007, the Committee commenced consideration of Bill S-2, An Act to amend the Canada-United States Tax Convention Act, 1984.
 

The witnesses answered questions.

 

Brian Pallister moved, — That the Committee now proceed to the clause-by-clause consideration of the bill.

 

After debate, the question was put on the motion and it was agreed to.

 

The Committee commenced its clause-by-clause study of the Bill.

 

The Chair called Clause 1.

 

Debate arose thereon.

 

Brian Pallister moved, — That the debate on each clause of the Bill be limited to one minute.

 

Whereupon the Chair ruled that this motion was inadmissible on the grounds that there already was a motion under debate.

 

After debate, Clause 1 carried.

 

After debate, Clause 2 carried.

 

After debate, Clause 3 carried.

 

After debate, Clause 4 carried.

 

Clause 5 carried.

 

After debate, Schedule 1 carried.

 

After debate, Schedule 2 carried.

 

The Title carried.

 

The Bill carried.

 

ORDERED, — That the Chair report the Bill to the House.

 

At 4:39 p.m., the sitting was suspended.

At 4:43 p.m., the sitting resumed.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on November 20, 2007, the Committee resumed its study of the Proposed Canada-Korea Free Trade Agreement.
 

The witnesses made statements and answered questions.

 

At 5:30 p.m., the Committee adjourned to the call of the Chair.
