The Standing Committee on International Trade met at 3:34 p.m. this day, in Room 308, West Block, the Vice-Chair, John Maloney, presiding.

 

Members of the Committee present: Dean Allison, Guy André, Hon. Navdeep Bains, Ron Cannan, Serge Cardin, Sukh Dhaliwal, Peter Julian, John Maloney, Larry Miller, Brian Pallister and Lui Temelkovski.

 

Acting Members present: Ted Menzies for Lee Richardson and Hon. Judy Sgro for Sukh Dhaliwal.

 

In attendance: Library of Parliament: Michael Holden, Analyst; Elizabeth Kuruvila, Analyst. House of Commons: Erica Pereira, Committee Clerk; Marc Toupin, Legislative Clerk.

 

Appearing: Hon. David Emerson, Minister of International Trade.

 

Witnesses: Department of Foreign Affairs and International Trade: Ian Burney, Chief Trade Negotiator, Bilateral and Regional; Stewart Beck, Assistant Deputy Minister, Investment, Innovation and Sectors; Francine Côté, Director General, Corporate Finance, Planning and Systems Bureau; John Gero, Assistant Deputy Minister, Trade Policy and Negotiations Branch; Alex Bugailiskis, Assistant Deputy Minister and Executive Coordinator, Americas Strategy.

 
Pursuant to the Order of Reference of Monday, November 26, 2007, the Committee commenced consideration of Bill S-2, An Act to amend the Canada-United States Tax Convention Act, 1984.
 

Ted Menzies moved, — That Bill S-2, An Act to amend the Canada-United States Tax Convention Act, 1984, be reported to the House without amendment.

 

The Chair ruled the motion inadmissible because there was no unanimous consent to proceed in this fashion.

 

At 3:39, the sitting was suspended.

At 3:40, the sitting resumed in camera.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, November 20, 2007, the Committee resumed its study of Canada's trade relations with key foreign markets.
 

The Committee resumed consideration of a draft report.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the report be entitled: Building Closer Economic Ties Around the World: Improving Canada's Trade and Investment Relations with the Arab States, the EU and Southeast Asia.

 

It was agreed, — That the Chair, Clerk and analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That the Chair present the report to the House.

 

At 3:55, the sitting was suspended.

At 3:56, the sitting resumed.

 
Pursuant to the Order of Reference of Monday, November 26, 2007, the Committee resumed consideration of Bill S-2, An Act to amend the Canada-United States Tax Convention Act, 1984.
 

Peter Julian moved, — That the Committee request a clause by clause analysis of Bill S-2, An Act to amend the Canada-United States Tax Convention Act, 1984.

Debate arose thereon.

 

After debate, the question was put on the motion and it was agreed to.

 
Pursuant to Standing Order 108(2), the Committee commenced its study of the Financial Situation of the Department of Foreign Affairs and International Trade.
 

The witnesses made statements and answered questions.

 

At 5:30 p.m., the Committee adjourned to the call of the Chair.
