The Standing Committee on Transport, Infrastructure and Communities met at 3:33 p.m. this day, in Room 269, West Block, the Chair, Merv Tweed, presiding.

 

Members of the Committee present: Hon. Mauril Bélanger, Don H. Bell, Ed Fast, Brian Jean, Peter Julian, Mario Laframboise, Merv Tweed, Hon. Joseph Volpe, Jeff Watson and Paul Zed.

 

Acting Members present: Rod Bruinooge for Brian Storseth and Jean-Yves Roy for Robert Carrier.

 

In attendance: Library of Parliament: John Christopher, Analyst.

 

Witnesses: International Civil Aviation Organization: Daniel Maurino, Coordinator, Flight Safety and Human Factors.

 
Pursuant to the Order of Reference of Tuesday, November 7, 2006, the Committee resumed consideration of Bill C-6, An Act to amend the Aeronautics Act and to make consequential amendments to other Acts.
 

The witness made a statement and answered questions.

 

At 4:55 p.m., the sitting was suspended.

At 5:03 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Peter Julian moved, — That the Committee recommend to the Government to form a new National Marine Policy Advisory Council that would include labour, a broader base of marine and industry stakeholders and provide a new inclusive forum for Canada’s national maritime transportation policy development to replace the existing National Marine Industrial Council.

Debate arose thereon.

 

After debate, the question was put on the motion and it was agreed to on division.

 

The Chair presented the Fourth Report of the Subcommittee on Agenda and Procedure which reads as follows:

The Subcommittee met on Tuesday, March 20, 2007 and agreed to make the following recommendations:

1. The Subcommittee recommends that the meeting scheduled for Monday, March 26 with Canada Post, the Canadian Union of Postal Workers and the Canadian International Mailers Association be structured as follows:

  • That the union and the mailers association appear from 3:30 p.m. to 4:30 p.m.
  • That Canada Post appear from 4:30 p.m. to 5:30 p.m.

2. The Subcommittee further recommends that, in the context of a study on rail safety in Canada, the meetings on Monday April 16th, Wednesday 18th and, if needed, Monday April 23rd be dedicated to hearing witnesses.

3. The Subcommittee further recommends that, in the context of its study on Bill C-6, the Committee:

  • Reserve the first meeting following the rail safety study for hearing the remaining witnesses;
  • Reserve the second meeting following the rail study to hear from department officials.

4. The subcommittee further recommend that the Committee invite the Minister to appear on the Main Estimates.

5. The subcommittee further recommends that the Committee invite department officials for a briefing on various infrastructure programs.

On motion of Mario Laframboise, it was agreed, — That the report of the Subcommittee be concurred in.
