The Standing Committee on Transport, Infrastructure and Communities met at 3:37 p.m. this day, in Room 209, West Block, the Chair, Merv Tweed, presiding.

 

Members of the Committee present: Don H. Bell, Steven Blaney, Robert Carrier, Ed Fast, Brian Jean, Peter Julian, Mario Laframboise, David J. McGuinty, Hon. Andy Scott, Brian Storseth and Merv Tweed.

 

Acting Members present: Olivia Chow for Peter Julian, Hon. Wayne Easter for Hon. Charles Hubbard, Francis Scarpaleggia for Hon. Charles Hubbard and Mike Wallace for Steven Blaney.

 

In attendance: Library of Parliament: John Christopher, Analyst; Allison Padova, Analyst.

 

Witnesses: Regroupement des citoyens contre la Pollution: Jean R. Gauthier, President; Ghyslain Chouinard, Vice-President. Farmer Rail Car Coalition: Bernie Churko, Chief Executive Officer. Canadian Transportation Agency: Gilles Dufault, Acting Chairman; Seymour Isenberg, Director General, Rail and Marine Branch; Joan M. MacDonald, Director General, Air and Accessible Transportation Branch.

 
Pursuant to the Order of Reference of Thursday, September 21, 2006, the Committee resumed consideration of Bill C-11, An Act to amend the Canada Transportation Act and the Railway Safety Act and to make consequential amendments to other Acts.
 

Jean R. Gauthier, Ghislain Chouinard and Bernie Churko made statements and answered questions.

 

At 4:30 p.m., the sitting was suspended.

At 4:36 p.m., the sitting resumed.

 

Gilles Dufault, Seymour Isenberg and Joan M. MacDonald answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

David J. McGuinty moved, — That the Committee invite the Minister of Transport, Infrastructure and Communities to appear at its meetings on Tuesday, November 7, 2006 and Thursday, November 9, 2006 to discuss the Main Estimates for the fiscal year 2006-2007.

Debate arose thereon.

 

On motion of Mario Laframboise, it was agreed, — That the motion be amended by replacing the words “at its meetings on Tuesday, November 7, 2006 and” with the word “by”.

 

After debate, the question was put on the motion, as amended, and it was agreed to.

 

The motion, as adotped reads as follows:

"That the Committee invite the Minister of Transport, Infrastructure and Communities to appear by Thursday, November 9, 2006 to discuss the Main Estimate for the fiscal year 2006-2007."

 

On motion of Peter Julian, it was agreed, — That the Standing Committee on Transport, Infrastructure and Communities study the Roger Tassé review of the Toronto Port Authority following its release at an upcoming meeting of the Committee.

 

At 5:26, the Committee resumed sitting in camera.

 

The Chair presented the Second Report from the Subcommittee on Agenda and Procedure which read as follows:

The Subcommittee met on Wednesday, November 1, 2006 and agreed to make the following recommendations:

1. The Subcommittee recommends that, in the context of a decision to summon the President and Chief Executive Officer of Canadian Air Transport Security Authority and the President and Chief Executive Officer of Aéroports de Montreal, the Committee propose:

- That James Cherry appear via teleconference or videoconference and failing that, that a representative from Aéroports de Montreal appear at the Committee’s meeting on Thursday, November 9, 2006.

2. The Subcommittee further recommends that, in the context of a study on the federal government’s infrastructure programs, the Committee meet Wednesday, November 22, 2006, from 6:30 to 8:30 p.m. and Wednesday, November 29, 2006 from 6:30 to 8:30 p.m. to hear from department officials.

3. The Subcommittee further recommends that, in the context of its study on Bill C-11, the Committee:

- Reserve the meetings on Tuesday, November 21, 2006, Thursday, November 23 and, if needed, Tuesday, November 28, 2006 for clause-by-clause consideration of the Bill.

- Ask its members to submit their proposed amendments to the clerk by Wednesday, November 15, 2006.

4. The subcommittee further recommend that, if the Committee undertake a study on the Main Estimates, the Committee: - Extend the sitting on either Tuesday, November 7, 2006 or Thursday, November 9, 2006 and convene Wednesday, November 8, 2006 from 6:30 to 8:30 p.m.
