The Standing Committee on Transport, Infrastructure and Communities met at 3:31 p.m. this day, in Room 209, West Block, the Chair, Merv Tweed, presiding.

 

Members of the Committee present: Robert Carrier, Ed Fast, Hon. Charles Hubbard, Brian Jean, Mario Laframboise, David J. McGuinty, Hon. Andy Scott, Brian Storseth and Merv Tweed.

 

Acting Members present: Olivia Chow for Peter Julian, Pauline Picard for Mario Laframboise, Todd Norman Russell for Don H. Bell and Kevin Sorenson for Steven Blaney.

 

In attendance: Library of Parliament: John Christopher, Analyst; Allison Padova, Analyst.

 

Witnesses: Railway Association of Canada: Cliff Mackay, President and Chief Executive Officer. Canadian National Railway Company: Claude Mongeau, Executive Vice-President and Chief Financial Officer .

 
Pursuant to the Order of Reference of Thursday, September 21, 2006, the Committee resumed consideration of Bill C-11, An Act to amend the Canada Transportation Act and the Railway Safety Act and to make consequential amendments to other Acts.
 

The witnesses made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

David J. McGuinty moved, — That the Standing Committee on Transport, Infrastructure and Communities request the presence of senior infrastructure officials including the Deputy Minister and Assistant Deputy Minister with responsibility for the Canadian Strategic Infrastructure Fund and the Municipal Rural Infrastructure Fund to brief the committee on the inventory and progress of major infrastructure projects now underway.

Debate arose thereon.

 

On motion of Todd Norman Russell, it was agreed, — That the motion be amended by adding after the words “Strategic Infrastructure Fund” the following: “, the Municipal Rural Infrastructure Fund and the Highways and Borders infrastructure program”.

 

On motion of Olivia Chow, it was agreed, — That the motion be amended by adding after the word “inventory” the following: “, application and approvals process”.

 

On motion of Mario Laframboise, it was agreed, — That the motion be amended by deleting the word “major”.

 

On motion of Brian Jean, it was agreed, — That the motion be amended by adding after the word “underway” the following: “at a meeting outside of the normal meeting time of the Committee”.

 

After debate, the question was put on the motion, as amended, and it was agreed to.

 

The motion, as adopted, reads as follows:

"That the Standing Committee on Transport, Infrastructure and Communities request the presence of senior infrastructure officials including the Deputy Minister and Assistant Deputy Minister with responsibility for the Canadian Strategic Infrastructure Fund, the Municipal Rural Infrastructure Fund and the Highways and Borders Infrastructure program to brief the Committee on the inventory, application and approvals process and progress of infrastructure projects now underway at a meeting outside the normal meeting time of the Committee."

 

At 5:43 p.m., the Committee adjourned to the call of the Chair.
