The Standing Committee on Public Safety and National Security met at 9:08 a.m. this day, in Room 362, East Block, the Chair, Garry Breitkreuz, presiding.

 

Members of the Committee present: Garry Breitkreuz, Gord Brown, Hon. Raymond Chan, Joe Comartin, Hon. Irwin Cotler, Laurie Hawn, Mark Holland, Dave MacKenzie, Serge Ménard and Rick Norlock.

 

Acting Members present: France Bonsant for Carole Freeman and Derek Lee for Hon. Maurizio Bevilacqua.

 

In attendance: Library of Parliament: Robin MacKay, Analyst; Philip Rosen, Principal. House of Commons: Marc Toupin, Legislative Clerk.

 

Witnesses: Public Safety and Emergency Preparedness Canada (PSEPC): Suki Wong, Director, Critical Infrastructure Policy; Peter Hill, Acting Director General, Emergency Management Policy. Department of Justice: Jacques Talbot, Counsel; Richard Mungall, Counsel.

 
Pursuant to the Order of Reference of Friday, September 22, 2006, the Committee resumed consideration of Bill C-12, An Act to provide for emergency management and to amend and repeal certain Acts.
 

The Committee commenced its clause-by-clause study of the Bill.

 

The witnesses answered questions.

 

Pursuant to Standing Order 75(1), consideration of Clause 1 is postponed.

The Chair called Clause 2.

 

Clause 2 carried.

 

On Clause 3,

Mark Holland moved, — That Bill C-12, in Clause 3, be amended by replacing line 9 on page 2 with the following:

“inces, municipalities and other entities, emergency management”

 

The question was put on the amendment of Mark Holland and it was negatived, by a show of hands: YEAS: 4; NAYS: 6.

 

At 9:58 a.m., the sitting was suspended.

At 10:09 a.m., the sitting resumed.

 
Joe Comartin moved, — That Bill C-12, in Clause 3, be amended by replacing lines 9 and 10 on page 2 with the following:

“inces, and through the provinces, those of local authorities, and with other entities, if appropriate, emergency management activities.”

 

The question was put on the amendment of Joe Comartin and it was negatived, by a show of hands: YEAS: 4; NAYS: 6.

 

Clause 3 carried on division.

 

On Clause 4,

Serge Ménard moved, — That Bill C-12, in Clause 4, be amended by replacing lines 24 to 26 on page 3 with the following:

“(n) in relation to emergency management, conducting exercices in and providing education and training for government institutions;”

 

The question was put on the amendment of Serge Ménard and it was negatived, by a show of hands: YEAS: 2; NAYS: 5.

 
Serge Ménard moved, — That Bill C-12, in Clause 4, be amended by replacing line 27 on page 3 with the following:

“(o) promoting, in government institutions, a common approach to emer-”

 

The question was put on the amendment of Serge Ménard and it was negatived, by a show of hands: YEAS: 2; NAYS: 5.

 

Clause 4 carried.

 

By unanimous consent, Clauses 5 to 14 inclusive carried severally.

 

The Short Title carried.

 

The Title carried.

 

The Bill carried.

 

ORDERED, — That the Chair report the Bill to the House.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee re-schedule the appearance of Paul Kennedy, Chair of the Commission for Public Complaints Against the Royal Canadian Mounted Police.

 

It was agreed, — That Edward Leonard of CAVEAT be invited to appear in relation to the study on the arming of Canadian Border Service Agency Officers.

 

At 10:43 a.m., the Committee adjourned to the call of the Chair.
