The Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development met by teleconference at 11:13 a.m. this day, in Room 253-D Centre Block, the Vice-Chair, Mario Silva, presiding.

 

Members of the Subcommittee present: Wajid Khan, Wayne Marston, Mario Silva, Kevin Sorenson and Caroline St-Hilaire.

 

In attendance: Library of Parliament: Marcus Pistor, Analyst.

 

Witnesses: Canadian Association of Elizabeth Fry Societies: Kim Pate, Executive Director; Dominique Larochelle, Member of the Board of Directors. Association for the Prevention of Torture: Philippe Tremblay, Officer, Asia-Pacific Program.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Subcommittee on Tuesday, February 20, 2007, the Subcommittee commenced its study of Canada's adherence to the Optional Protocol to the United Nations Convention Against Torture.
 

Kim Pate and Philippe Tremblay (by teleconference from Geneva) made opening statements and, with the other witness, answered questions.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

Caroline St-Hilaire moved, — Whereas Munir Said Thalib, an eminent defender of human rights in Indonesia, was poisoned in September 2004 aboard a flight from Jakarta to Amsterdam;

Whereas the President of Indonesia, Susilo Bambang Yudhoyono, set up an independent commission of enquiry to shed light on the Munir case;

Whereas the commission submitted its report and recommendations on June 23, 2005, but these have never so far been released to the public;

Therefore, the Subcommittee on International Human Rights recommends:

That Canada use appropriate diplomatic means to express publicly to the government of Indonesia its profound disagreement with the non-publication of the report of the presidential commission on the murder of Munir Said Thalib; and

That pursuant to Standing Order 108(2) the Standing Committee on Foreign Affairs and International Development report the adoption of this motion to the House at the earliest opportunity.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 2; NAYS: 0.

 

At 12:35 p.m., the Subcommittee adjourned to the call of the Chair.
