The Standing Committee on Procedure and House Affairs met at 11:07 a.m. this day, in Room 112-N, Centre Block, the Chair, Gary Goodyear, presiding.

 

Members of the Committee present: Gary Goodyear, Michel Guimond, Hon. Jay Hill, Tom Lukiwski, Hon. Stephen Owen, Pauline Picard, Joe Preston, Marcel Proulx and Scott Reid.

 

Acting Members present: Paul Dewar for Yvon Godin, Paul Szabo for Hon. Stephen Owen and Paul Szabo for Hon. Karen Redman.

 

In attendance: Library of Parliament: James Robertson, Principal; Sebastian Spano, Analyst.

 

Witnesses: As individuals: Barbara Carroll, Executive Director, Debra Dynes Family House and Chair of the Coalition of Community Houses Ottawa; Mary-Martha Hale, Chair, Alliance to End Homelessness for Ottawa and Executive Director of the Anglican Social Services - Centre 454. Canadian Federation of Students: Rob Hepburn, National Communications Officer. Nishnawbe Aski Nation: William Nothing.

 
Pursuant to the Order of Reference of Wednesday, November 8, 2006, the Committee resumed consideration of Bill C-31, An Act to amend the Canada Elections Act and the Public Service Employment Act.
 

The witnesses made statements and answered questions.

 

By unanimous consent, it was agreed, — That the proposed budget in the amount of $ 8,350, for the period of November 23, 2006 to December 15, 2006 be adopted.

 

At 12:55 p.m., the sitting was suspended.

 

At 12:56 p.m., the Committee resumed sitting in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Privacy Commissioner be invited to appear on Thursday, December 7, 2006, in relation to Bill C-31.

 

It was agreed, — That the Clerk contact the Professional Institute of the Public Service (PIPS) and the Public Service Alliance of Canada (PSAC) so that they may submit, in writing, their views on Bill C-31.

 

At 1:13 p.m., the Committee adjourned to the call of the Chair.
