The Standing Committee on Procedure and House Affairs met in camera at 11:05 a.m. this day, in Room 112-N, Centre Block, the Chair, Gary Goodyear, presiding.

 

Members of the Committee present: Yvon Godin, Gary Goodyear, Michel Guimond, Hon. Jay Hill, Hon. Marlene Jennings, Tom Lukiwski, Hon. Stephen Owen, Pauline Picard, Joe Preston, Hon. Karen Redman and Scott Reid.

 

Acting Members present: Hon. Larry Bagnell for Hon. Stephen Owen, Hon. Larry Bagnell for Marcel Proulx, Mario Silva for Marcel Proulx and Hon. Raymond Simard for Marcel Proulx.

 

In attendance: Library of Parliament: James Robertson, Principal, Law and Government Division; Margaret Young, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, pursuant to the motion adopted on September 21, 2006, the members of the Committee submit to the Clerk of the Committee all of their proposed amendments to Bill C-16 no later than 11 a.m. on Monday, October 23, 2006.

 
Pursuant to Standing Order 108(3)(a)(viii), the Committee resumed consideration of matters relating to the Conflict of Interest Code for Members of the House of Commons.
 

The research staff made statements and answered questions.

 

At 12:06 p.m., the sitting was suspended.

At 12:07 p.m., the sitting resumed in public.

 
Pursuant to Standing Order 108(3)(a)(iii), the Committee resumed its review of the Standing Orders of the House of Commons.
 

Karen Redman moved, — That this Committee recommends that the Standing Orders in effect on October 5, 2006, including the provisional Standing Orders, be made permanent, and,

That the adoption of this motion be reported to the House forthwith.

Debate arose thereon.

 

Jay Hill moved, — That the motion be amended by replacing the word “forthwith” with the words “following unanimously agreed upon amendments, but no later than one week from today, October 26, 2006”.

Debate arose thereon.

 

The question was put on the amendment of Jay Hill and it was negatived on the following recorded division: YEAS: Yvon Godin, Jay Hill, Tom Lukiwski, Joe Preston, Scott Reid — 5; NAYS: Larry Bagnell, Michel Guimond, Marlene Jennings, Stephen Owen, Pauline Picard, Karen Redman — 6.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Larry Bagnell, Michel Guimond, Marlene Jennings, Stephen Owen, Pauline Picard, Karen Redman — 6; NAYS: Yvon Godin, Jay Hill, Tom Lukiwski, Joe Preston, Scott Reid — 5.

 

It was agreed, — That the Committee append to its report dissenting opinions provided that they are no more than one paragraph in length and submitted electronically to the Clerk of the Committee no later than 5:00 p.m. on Thursday, October 19, 2006.

 

At 1:01 p.m., the Committee adjourned to the call of the Chair.
