The Standing Committee on Government Operations and Estimates met at 3:32 p.m. this day, in Room 269, West Block, the Chair, Diane Marleau, presiding.

 

Members of the Committee present: Harold Albrecht, Raymond Bonin, Daryl Kramp, Hon. Diane Marleau, James Moore, Richard Nadeau, Peggy Nash, Pierre Poilievre, Hon. Raymond Simard, Louise Thibault, Hon. Garth Turner and Chris Warkentin.

 

In attendance: Library of Parliament: Guy Beaumier, Analyst; Philippe Le Goff, Analyst.

 

Witnesses: Treasury Board Secretariat: Mary Chaput, Assistant Secretary, Government Operations Sector; Shirley Jen, Senior Director, Real Property and Material Policy Division; Ruth Brady, Senior Analyst, Real Property and Material Policy Directorate.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, February 27, 2007, the Committee commenced its study of the federal government real estate and heritage buildings.
 

Mary Chaput made an opening statement and, with the other witnesses, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Peggy Nash moved, — That the Standing Committee on Government Operations and Estimates undertake a study of the activities of the Public Appointments Commission Secretariat since its creation by Order in Council #2006-0223 on April 21, 2006; and that the Committee study whether the Minister responsible has ensured that the Secretariat has been in compliance with clause 227 of Bill C-2 (the Federal Accountability Act); and

That the Minister responsible for the Public Appointments Commission Secretariat be invited to appear before the Committee to report on the activities of the Secretariat.

Debate arose thereon.

 

Louise Thibault moved, — That the motion be amended by deleting the words “ the Minister responsible has ensured that ” and replacing the words in the second paragraph “ Minister responsible ” with the words “ Executive Director ”.

 

Peggy Nash moved, — That the Standing Committee on Government Operations and Estimates immediately undertake a study of the appointments process of certain organizations by the Public Appointments Commission Secretariat, such as, the Immigration and Refugee Board, the National Parole Board, the National Seniors Council etc., and that the Committee report its findings to the House of Commons.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 9; NAYS: 2.

 

At 5:18 p.m., the Committee adjourned to the call of the Chair.
