Meeting No. 21

Tuesday, October 24, 2006

The Standing Committee on Government Operations and Estimates met at 11:09 a.m. this day, in Room 371, West Block, the Chair, Diane Marleau, presiding.

Members of the Committee present: Harold Albrecht, Omar Alghabra, Hon. Navdeep Bains, Raymond Bonin, Daryl Kramp, Hon. Diane Marleau, James Moore, Richard Nadeau, Peggy Nash and Louise Thibault.

Acting Members present: Inky Mark for Mike Wallace and Dave Van Kesteren for Chris Warkentin.

In attendance: Library of Parliament: Guy Beaumier, Analyst ; Philippe Le Goff, Analyst.

Pursuant to Standing Order 108(3)c) and the motion adopted by the Committee on October 5, 2006, the Committee commenced its study of budget cuts announced by the Treasury Board on September 25, 2006.

Louise Thibault moved, — That, pursuant to Standing Order 108(3) c), as unanimously agreed by its members at its meeting of October 5, 2006, the Committee hold a second meeting, as planned, examining in detail the one billion dollar budget cuts announced by Treasury Board on September 25, 2006, and consequently that David Moloney, Senior Assistant Secretary and Wayne G. Wouters, Secretary from the Treasury Board of Canada Secretariat, Mike Hawkes, Chief Financial Officer from the Department of Public Works and Government Services and senior officials from the Department of Human Resources and Social Development, who previously refused to appear following an invitation by the Committee, be summoned to appear before the Committee, that they comply and this, no later than November 2, 2006.

After debate, the question was put on the motion and it was agreed to on the following recorded division: YEAS: Omar Alghabra, Navdeep Bains, Raymond Bonin, Richard Nadeau, Peggy Nash, Louise Thibault — 6; NAYS: Harold Albrecht, Daryl Kramp, Inky Mark, James Moore, Dave Van Kesteren — 5.

At 12:11 p.m., the Committee adjourned to the call of the Chair.
