The Standing Committee on National Defence met at 9:04 a.m. this day, in Room 362, East Block, the Chair, Rick Casson, presiding.

 

Members of the Committee present: Claude Bachand, Dawn Black, Steven Blaney, Robert Bouchard, Rick Casson, Hon. Denis Coderre, Cheryl Gallant, Russ Hiebert and Hon. Joe McGuire.

 

Acting Members present: Robert Carrier for Claude Bachand.

 

Other Members present: Blaine Calkins.

 

In attendance: Library of Parliament: James Cox, Analyst; Wolf Koerner, Analyst.

 

Witnesses: World Security Institute: Hon. Philip E. Coyle, Senior Advisor, Center for Defense Information. As an individual: Pierre L. Lagueux, former Assistant Deputy Minister (Materiel), Department of National Defence. Quebec Aerospace Association : Stewart Bain, Board Member and President, Board of Directors. Lockheed Martin Aeronautics Company: Jack Crisler, International Vice-President, Business Development, Air Mobility; Peter E. Simmons, Communications Director, Air Mobility. EADS CASA: Antonio Rodriguez-Barberán, Vice-President, Sales and Marketing. Pratt & Whitney Canada: J. Richard Bertrand, Vice-President, Government Affairs.

 
Pursuant to Standing Order 108(2) and the motion adopted Wednesday, December 13, 2006, the Committee resumed its study of the procurement process including the tendering process and the establishment of capability requirements.
 

Philip Coyle and Pierre Lagueux made statements and answered questions.

 

At 9:58 a.m., the sitting was suspended.

At 10:04 a.m., the sitting resumed.

 

Stewart Bain, Peter Simmons, Antonio Rodriguez-Barberán and Richard Bertrand made statements and, with Jack Crisler, answered questions.

 

At 11:03 a.m., the Committee adjourned to the call of the Chair.
