The Standing Committee on National Defence met at 9:05 a.m. this day, in Room 362, East Block, the Vice-Chair, John Cannis, presiding.

 

Members of the Committee present: Claude Bachand, Dawn Black, Steven Blaney, John Cannis, Hon. Denis Coderre, Cheryl Gallant, Russ Hiebert, Hon. Keith Martin and Hon. Joe McGuire.

 

Acting Members present: Richard Nadeau for Robert Bouchard.

 

Other Members present: Blaine Calkins.

 

In attendance: Library of Parliament: James Cox, Analyst.

 

Witnesses: Department of National Defence: VAdm D. W. Robertson, Chief of the Maritime Staff; LGen A. B. Leslie, Chief of the Land Staff; Cmdre R.W. Greenwood, Director General Maritime Equipment Program Management; Col J. F. Riffou, Director Land Requirements; CWO G. R. Lacroix, Land Forces Chief Warrant Officer. Public Works and Government Services Canada: Terry Williston, Director General, Land, Aerospace and Marine Systems and Major Projects Sector; Edward Lam, Director, Joint Support Ship Project; Johanne Provencher, Senior Director, Major Projects Directorate.

 
Pursuant to Standing Order 108(2) and the motion adopted Wednesday, December 13, 2006, the Committee resumed its study of the procurement process including the tendering process and the establishment of capability requirements.
 

Denis Coderre moved, — That the Auditor General of Canada be invited to appear in relation to the study of procurement and related processes.

 

After debate, the question was put on the motion and it was agreed to.

 

Vice-Admiral Robertson made a statement and, with Commodore Greenwood, Terry Williston and Edward Lam, answered questions.

 

At 10:03 a.m., the sitting was suspended.

At 10:09 a.m., the sitting resumed.

 

Lieutenant-General Leslie made a statement and, with Colonel Riffou, Chief Warrant Officer Lacroix, Terry Williston and Johanne Provencher, answered questions.

 

On motion of Dawn Black, it was agreed, — That Philip E. Coyle be invited to appear in relation to the study of procurement and related processes .

 

At 11:11 a.m., the Committee adjourned to the call of the Chair.
