The Standing Committee on National Defence met in camera at 9:05 a.m. this day, in Room 362, East Block, the Chair, Rick Casson, presiding.

 

Members of the Committee present: Claude Bachand, Dawn Black, Steven Blaney, Robert Bouchard, John Cannis, Rick Casson, Hon. Denis Coderre, Cheryl Gallant, Russ Hiebert, Hon. Keith Martin and Hon. Joe McGuire.

 

Acting Members present: Blaine Calkins for Laurie Hawn.

 

In attendance: Library of Parliament: James Cox, Analyst; Wolf Koerner, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Minister of Industry and the Minister of Public Works and Government Services be invited to appear in relation to the procurement process study.

 

It was agreed, — That the Committee adopt the study plan prepared by the analysts.

 

It was agreed, — That the meetings where a minister appears be televised.

 

It was agreed, — That Chris Alexander and James Appathurai be invited to brief the Committee on the UN and NATO missions in Afghanistan, and that the meeting be televised.

 

It was agreed, — That, should Alan WIlliams appear in relation to the study of procurement and associated processes, the meeting be televised.

 

It was agreed, — That the frequency of the reports to the Conmmittee on the status and progress of Canada's involvement in Afghanistan requested in the motion adopted Wednesday, October 4, 2006, be changed from bi-weekly to monthly.

 

At 10:06 a.m., the Committee proceeded to sit in public.

 

John Cannis moved, — That Mr. Wajid Khan, M.P., be invited to appear before the Committee to speak on his work as the Special Advisor to the Prime Minister on South Asia and the Middle East.

Debate arose thereon.

 

Keith Martin moved, — That the motion be amended by adding after the words “Middle East” the following: “and that Mr. Khan be requested to bring with him to the Committee all of his reports done to date on this issue, in both official languages”.

 

After debate, the question was put on the amendment of Keith Martin and it was negatived, by a show of hands: YEAS: 4; NAYS: 7.

 

The question was put on the motion and it was negatived on the following recorded division:YEAS: John Cannis, Denis Coderre, Keith Martin, Joe McGuire — 4; NAYS: Claude Bachand, Dawn Black, Steven Blaney, Robert Bouchard, Blaine Calkins, Cheryl Gallant, Russ Hiebert — 7.

 

At 10:27 a.m., the Committee adjourned to the call of the Chair.
