The Standing Committee on Industry, Science and Technology met at 3:30 p.m. this day, in Room 371, West Block, the Chair, James Rajotte, presiding.

 

Members of the Committee present: André Arthur, Hon. Maurizio Bevilacqua, Hon. Scott Brison, Hon. Gerry Byrne, Colin Carrie, Paul Crête, Brian Masse, Hon. Dan McTeague, James Rajotte, Bev Shipley, Dave Van Kesteren and Robert Vincent.

 

In attendance: Library of Parliament: Lalita Acharya, Analyst; Dan Shaw, Analyst.

 

Witnesses: Terminal Attachment Program Advisory Committee: Claude Beaudoin, Laboratory Director, Certification and Engineering Bureau, Department of Industry. ARCH Disability Law Centre: Phyllis Gordon, Executive Director. Quebec Coalition of Internet Service Providers: Sophie Léger, Spokeswoman. British Columbia Public Interest Advocacy Centre: Patricia MacDonald, Staff Lawyer. Xittel Telecommunications Inc.: Robert Proulx, President.

 
Pursuant to Standing Order 108(2), the Committee resumed its study of the deregulation of telecommunications.
 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Second Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Tuesday, March 20, 2007, to consider the business of the Committee and agreed to make the following recommendations:

1. That, in relation to its study of the Deregulation of telecommunications, the Committee hold a meeting on Monday, March 26, 2007 to consider a draft report.

2. That the Committee hold a meeting on Wednesday, March 28, 2007 to consider a draft report related to its study of the Deregulation of telecommunications and/or review its report on Challenges facing the Canadian manufacturing sector.

3. That, in relation to its study of the Deregulation of telecommunications, the Committee hold a meeting the afternoon of Tuesday, April 17, 2007 to consider a draft report.

4. That, in relation to its study of Canada's Access to Medicines Regime, the Committee hold three meetings on Monday, April 16, 2007, Wednesday, April 18, 2007 and Monday, April 23, 2007 to hear witnesses; and that the Committee meet on Wednesday, May 2, 2007 to consider a draft report.

5. That, the Committee undertake a study of the Counterfeiting and Piracy of Intellectual Property; and, that the Committee hold three meetings on Wednesday, April 25, 2007, Monday, April 30, 2007 and Monday, May 7, 2007 to hear witnesses; and that the Committee begin consideration of Bill C-47 on Monday May 7, 2007 if the Bill is referred to the Committee at that time.

6. That the Committee hold meetings in May 2007 regarding the Main Estimates 2007-2008 and/or small businesses and/or tourism and/or internal trade; and that the meetings be scheduled at a future date

7. That the Committee hold meetings in June 2007 regarding small businesses and/or tourism and/or internal trade; and that the meetings be scheduled at a future date.

 

On motion of Bev Shipley, it was agreed, — That the report of the Subcommittee be concurred in.

 
Pursuant to Standing Order 108(2), the Committee resumed its study of the deregulation of telecommunications.
 

The witnesses made statements and answered questions.

 

At 5:15 p.m., the Committee adjourned to the call of the Chair.
