The Standing Committee on Human Resources, Social Development and the Status of Persons with Disabilities met at 9:04 a.m. this day, in Room 705, La Promenade Building, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, France Bonsant, Patrick Brown, Hon. Michael D. Chong, Ruby Dhalla, Mike Lake, Yves Lessard, Gary Merasty, Michael Savage, Mario Silva and Lynne Yelich.

 

Acting Members present: Denise Savoie for Tony Martin and Paul Steckle for Mario Silva.

 

In attendance: Library of Parliament: Chantal Collin, Analyst; Kevin Kerr, Analyst.

 

Witnesses: Department of Human Resources and Social Development: Janice Charette, Deputy Minister; Karen Jackson, Acting Senior Assistant Deputy Minister, Skills and Employment Branch; Rosaline Frith, Director General, Canada Student Loans Program; Luc Leduc, Senior Counsel and Group Head, Legal Services. Service Canada: Sharon Shanks, Director General, Service for families, Seniors and Youth.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, May 31, 2007, the Committee commenced its study of Canada Summer Jobs Program.
 

Mrs. Janice Charrette made a statement and answered questions.

 

Michael Savage moved, — That the Department of Human Resources and Social Development be ordered to provide the Clerk, no later than June 12, 2007 • a list of organisations that were granted funding along with those that were denied funding, under the Summer Career Placement Program in 2006 and the Canada Summer Jobs Program for 2007, • the amount of funding distributed by the Summer Career Placement Program for 2006 and the Canada Summer Jobs Program for 2007 • and that all this information be provided on a riding by riding basis.

Debate arose thereon.

 

Lynne Yelich moved, — That the motion be amended by adding after the word “Clerk” the following words: “for review by Members of Parliament, in camera”.

The question was put on the motion and it was negatived, by a show of hands: YEAS: 3; NAYS: 7.

 

Mike Lake moved, — That the motion be amended in both paragraphs by adding before the word “2006” the words “2004, 2005”.

Ms. Ruby Dhalla took the Chair.

 

Mr. Dean Allison took the Chair.

 

The question was put on the amendment of Mike Lake and it was negatived on the following recorded division: YEAS: Patrick Brown, Michael D. Chong, Mike Lake, Lynne Yelich — 4; NAYS: France Bonsant, Ruby Dhalla, Yves Lessard, Gary Merasty, Denise Savoie, Paul Steckle — 6.

 

Mike Lake moved, — That the motion be amended by adding the words “2003, 2004, 2005”, in both paragraphs, before the word “2006”.

Debate arose thereon.

 

Yves Lessard moved, — Subamendment by adding after the word "basis" the following: "and that the information for 2003, 2004 and 2005 be sent to the Committee no later than September 2007".

At 11:10 a.m., the sitting was suspended.

It was agreed that the sub-amendment be carried.

The question was put on the amendment of Mike Lake and it was agreed to, by a show of hands: YEAS: 8; NAYS: 0.

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 6; NAYS: 4.

 

The motion now reads as follows:

That the Department of Human Resources and Social Development be ordered to provide the Clerk, no later than June 12, 2007 • a list of organisations that were granted funding along with those that were denied funding, under the Summer Career Placement Program in 2003, 2004, 2005 and 2006 and the Canada Summer Jobs Program for 2007, • the amount of funding distributed by the Summer Career Placement Program for in 2003, 2004, 2005 and 2006 and the Canada Summer Jobs Program for 2007 • that all this information be provided on a riding by riding basis • and that the information regarding 2003, 2004 and 2005 be provided to the Committee no later than September 2007 .

 

It was agreed, — That the Committee proceed to clause-by-clause of Bill C-284 on Tuesday, June 12 and resume its study on the draft report on Employability in Canada.

 

At 11:29 a.m., the Committee adjourned to the call of the Chair.
