The Standing Committee on Human Resources, Social Development and the Status of Persons with Disabilities met at 9:04 a.m. this day, in Room 701, La Promenade Building, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, France Bonsant, Patrick Brown, Ruby Dhalla, Mike Lake, Yves Lessard, Tony Martin, Gary Merasty, Michael Savage, Mario Silva and Lynne Yelich.

 

Acting Members present: Christian Ouellet for France Bonsant and Merv Tweed for Hon. Michael D. Chong.

 

Associate Members present: Denise Savoie.

 

In attendance: Library of Parliament: Kevin Kerr, Analyst. House of Commons: Christine Lafrance, Procedural Clerk.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, May 11, 2006, the Committee resumed its study of Employability in Canada.
 

The witnesses made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

By unanimous consent, it was agreed, — That the following Fifth Report of the Subcommittee on Agenda and Procedure, be concurred in:

Notwithstanding the Committee orders of February 20 and 27, the remaining witnesses on the Employability study be heard on March 27 from 9:00 until 12:00;

That the meeting of March 28 be cancelled;

That the meeting of March 29 be devoted to the outline of the Employability in Canada Report;

That the meetings of April 17 and April 19 be devoted to the Auditor General’s Report on Social Insurance Numbers, and that the Auditor General be invited to appear, and to the Main Estimates, and that the Minister be invited to appear;

That the meetings of April 24, April 26, May 1, and May 3 be devoted to the consideration of Bill C-303;

That the meetings of May 8, 10, 15 and 17 be devoted to the consideration of the draft Employability in Canada Report;

That the meetings of May 29 and 31 be devoted to the consideration of Bill C-284;

And that the meetings of September 18, 20, 25, and 27 be devoted to a study of the Prosperity Gap.

 

Yves Lessard moved, — That the Committee recommend that the Government maintain, as is, the budget and format of the Summer Career Placement Program, that the Government transfer the administration of the program to the provinces that so wish it, and that a report of the adoption of this motion be made to the House as soon as possible.

 

Michael Savage moved, — That the motion be amended by replacing all the words following the word “that” with the following: the Committee recommend that the Government maintain the budget and format of the Summer Career Placement Program as it existed before the cuts of last Fall, and that a report of the adoption of this motion be made to the House as soon as possible.

 

After debate, the question was put on the amendment of Michael Savage and it was agreed to on division.

 

The question was put on the motion, as amended, and it was agreed to on the following recorded division: YEAS: France Bonsant, Ruby Dhalla, Yves Lessard, Gary Merasty, Michael Savage, Mario Silva — 6; NAYS: Patrick Brown, Mike Lake, Merv Tweed, Lynne Yelich — 4.

 

At 11:06 a.m., the sitting was suspended.
