The Standing Committee on Human Resources, Social Development and the Status of Persons with Disabilities met at 9:07 a.m. this day, in Room 308, West Block, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, France Bonsant, Patrick Brown, Jean-Claude D'Amours, Mike Lake, Yves Lessard, Tony Martin, Brian Storseth and Lynne Yelich.

 

Acting Members present: Brian Jean for Mike Lake, John Maloney for Hon. Carolyn Bennett, Hon. Jim Peterson for Hon. Denis Coderre, Denise Savoie for Tony Martin and Paul Zed for Hon. Geoff Regan.

 

In attendance: Library of Parliament: Kevin Kerr, Analyst.

 

Witnesses: Department of Human Resources and Social Development: John Atherton, Director General, Active Employment Measures; Barbara Glover, Acting Director General, Labour Market Policy; Donna Kirby, Acting Director General, Canada National Literacy Programs; Peter Larose, Director General, Workplace Partnerships Directorate; Andrew Treusch, Assistant Deputy Minister, Strategic Policy and Planning.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, May 11, 2006, the Committee commenced its study of Employability in Canada.
 

Andrew Treusch made a statement and, with the other witnesses, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

By unanimous consent, it was agreed, — That the Committee examines the following motion instead of the notice of motions received from members on childcare :

That the Committee: a) studies the impact of the repeal, in each province, of the agreements concerning the National Childcare Program, b) examines the principles behind the models of childcare adopted in Quebec, Manitoba, Ontario and in the other provinces and territories, c) studies the April 2006 Statistics Canada report entitled “Child Care in Canada”, and d) report on the matter of childcare in Canada to the House.

 

Tony Martin moved, — That the motion be amended by replacing the word “behind” with the word “and”.

 

After debate, the question was put on the amendment of Tony Martin and it was agreed to, by a show of hands: YEAS: 8; NAYS: 2.

 

Jean-Claude D'Amours moved, — That the motion be amended by replacing, in the third paragraph, the word “studies” with the word “integrates”.

 

The question was put on the amendment of Jean-Claude D'Amours and it was agreed to, by a show of hands: YEAS: 8; NAYS: 2.

 

Tony Martin moved, — That the motion be amended by adding after the word “2006” the following: “That the principles embedded in successful models, such as respecting community needs, the integration of services (such as the First Duty model in Toronto), affordability, parental involvement, licensing, and a measurement to determine quality be examined ”.

 

The question was put on the amendment and the result of the vote was announced: YEAS: Jean-Claude D'Amours, John Maloney, Tony Martin, Jim Peterson, Paul Zed — 5; NAYS: France Bonsant, Patrick Brown, Yves Lessard, Brian Storseth, Lynne Yelich — 5.

Whereupon, the Chair voted in the negative.

Accordingly, the amendment was negatived.

 

The question was put on the motion, as amended, and it was negatived on the following recorded division: YEAS: Jean-Claude D'Amours, John Maloney, Tony Martin, Jim Peterson, Paul Zed — 5; NAYS: France Bonsant, Patrick Brown, Mike Lake, Yves Lessard, Brian Storseth, Lynne Yelich — 6.

 

At 10:58 a.m., the Committee adjourned to the call of the Chair.
