The Standing Committee on Human Resources, Social Development and the Status of Persons with Disabilities met by videoconference at 11:07 a.m. this day, in Room 237-C, Centre Block, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, France Bonsant, Hon. Denis Coderre, Jean-Claude D'Amours, Russ Hiebert, Mike Lake, Yves Lessard, Tony Martin, Hon. Geoff Regan and Lynne Yelich.

 

Acting Members present: Don H. Bell for Bonnie Brown, Hon. Carolyn Bennett for Bonnie Brown, Gary Goodyear for Patrick Brown, Carole Lavallée for France Bonsant and Brian Storseth for Patrick Brown.

 

In attendance: Library of Parliament: Chantal Collin, Analyst; Kevin Kerr, Analyst; Julie Cool, Analyst.

 

Witnesses: National Anti-Poverty Organization: Vincent Calderhead, Senior Staff Lawyer , Nova Scotia Legal Aid. National Council of Welfare: Greg deGroot-Maggetti, Member. As individuals: Ross Finnie, Professor, School of Policy Studies, Queen's University; Chris Sarlo, Professor, Department of Economics, Nipissing University. Task Force on Modernizing Income Security for Working-Age Adults: John Stapleton, Research Director and St. Christopher House Research Fellow.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, September 21, 2006, the Committee commenced its study on Factors Aggravating Poverty.
 

The witnesses made statements and answered questions.

 

At 12:46 p.m., the sitting was suspended.

At 12:51 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee adopt the following work plan for its study of Bill C-257:

Tuesday November 28, appearance of Mr. Richard Nadeau, the sponsor of the Bill, and of the Honourable Jean-Pierre Blackburn, Minister of Labour;

Tuesday December 5, the Committee sit for four (4) hours to hear witnesses;

Thursday December 7, the Committee sit for four (4) hours to hear witnesses;

Witnesses will be grouped by common interests;

Preferably on Tuesday December 12, the Committee meet for four (4) hours to proceed with clause-by-clause of the Bill and, if the House of Commons is scheduled to adjourn earlier, then, preferably, the Committee meet before the adjournment of the House to proceed with the clause-by-clause of the Bill.

 

It was agreed, — That the Subcommittee on Agenda and Procedure meet on November 28 in order to establish the list of witnesses that will invited to appear on Bill C-257.

 

It was agreed, — That the Committee’s meeting be now adjourn.

 

At 1:33 p.m., the Committee adjourned to the call of the Chair.
