The Standing Committee on Health met at 3:33 p.m. this day, in Room 237-C, Centre Block, the Chair, Rob Merrifield, presiding.

 

Members of the Committee present: Colleen Beaumier, Bonnie Brown, Patrick Brown, Patricia Davidson, Steven John Fletcher, Susan Kadis, Luc Malo, Rob Merrifield and Penny Priddy.

 

Acting Members present: Ken Boshcoff for Hon. Carolyn Bennett and Yvon Lévesque for Christiane Gagnon.

 

In attendance: Library of Parliament: Nancy Miller Chenier, Analyst; Sonya Norris, Analyst.

 

Witnesses: Canadian Medical Association: John Haggie, Chair, Board Working Group on Pharmaceutical Issues; Briane Scharfstein, Associate Secretary General. Mood Disorders Society of Canada: Phil Upshall, National Executive Director. St. Michael's Hospital: Andreas Laupacis, Director, Li Ka Shing Knowledge Institute and former Chair of the Canadian Expert Drug Advisory Committee. Hit the slope for hope: Michelle Calvert, Chair; Sarah Calvert, Spokesperson.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, December 12, 2006, the Committee resumed its study on Prescription Drugs (Common Drug Review).
 

John Haggie, Phil Upshall, Andreas Laupacis, Sarah and Michelle Calvert made statements and, with the other witness, answered questions.

 

At 5:01 p.m., the sitting was suspended.

At 5:05 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Bonnie Brown moved, — That the Standing Committee on Health convene a meeting on Wednesday, May 30, 2007, in order to hear from officials from the Canadian Food Inspection Agency, the Pest Management Regulatory Agency and the Hazardous Materials Information Review Commission about any regulatory changes they are contemplating.

Debate arose thereon.

 

Patrick Brown moved, — That the motion be amended by replacing the words “regulatory changes” with the words “regulatory changes pertaining to the harmonization with the United States under NAFTA”.

 

After debate, by unanimous consent, the amendment was withdrawn.

 

After debate, the question was put on the motion and it was agreed to.

 
At 5:16 p.m., the sitting was suspended.
 

At 5:17 p.m., the Committee proceeded to sit in camera.

 

It was agreed, — That the Committee pursue its study on Prescription Drugs in the fall beginning with the issue of post-market surveillance.

 

It was agreed, — That meetings be held in accordance with the calendar distributed to members of the Committee on May 14, 2007, with the understanding that the meeting with officials from the Canadian Agency for Drugs and Technologies in Health, on the subject of the Common Drug Review, be moved to June 6, 2007; and that the Committee proceed with the consideration of the draft report on the Common Drug Review on June 4, 2007, in the event that the study on Bill C-42, An Act to amend the Quarantine Act, is completed on that day.

 

At 5:27 p.m., the Committee adjourned to the call of the Chair.
