The Standing Committee on Environment and Sustainable Development met in a televised session at 3:33 p.m. this day, in Room 237-C, Centre Block, the Chair, Bob Mills, presiding.

Members of the Committee present: Bernard Bigras, Blaine Calkins, Hon. John Godfrey, Luc Harvey, Marcel Lussier, Bob Mills, Pablo Rodriguez, Francis Scarpaleggia, Mario Silva, Maurice Vellacott and Mark Warawa.

Acting Members present: David J. McGuinty for Hon. John Godfrey.

In attendance: Library of Parliament: Sam Banks, Analyst ; Tim Williams, Analyst . House of Commons: Justin Vaive, Committee Clerk.

Witnesses: Salt Institute: Richard Hanneman, President; Michael Teeter, Consultant. Canadian Chemical Producers' Association: Gordon Lloyd, Vice-President, Technical Affairs. Sierra Legal Defence Fund - Toronto: Robert V. Wright, Counsel. Great Lakes United: Derek R. Stack, Executive Director.

Participants present: Department of the Environment: Cynthia Wright, Associate Assistant Deputy Minister, Environmental Stewardship Branch. Department of Health: Paul Glover, Director General, Safe Environments Programme.

Pursuant to Standing Order 108(2) and section 343 of the Canadian Environmental Protection Act, 1999, the Committee resumed the statutory review of the Act - Managing Substances: Implementation and Enforcement.

Richard Hanneman, Gordon Lloyd, Robert V. Wright and Derek R. Stack made statements and, with the other witnesses, answered questions.

At 5:27 p.m., the Committee adjourned to the call of the Chair.
